waived forever.
All bidders shall furnish a five (5ob) bid bond on any contract exceeding S30i 000i
provided that bonding :is available for services, equipment, or materials. Bxd bonds
will be accepted in the form of certified checks, cashier's checks, postal money
orders, or similar forms of payment.
Out of the State, Corporations shall furnish a Certificate of Authority to transact
business in the State of Alabama. Out-of-state limited liability companies shall furnxsh
proof of registration to transact business in this state. Alabama law requires a
successful bidder that has employees in the State of Alabama to provide proof of E-
Verify enrollment before the contract is awarded. (See enclosed notice, whxch must be
completed, signed, and returned with your bid. )
If applicable to a contract resulting from this invitation, the successful bhddet must
comply with the Contractor Felony Investigation Policy, available in the Purchasing
Department or at mobilecountyal.gov.

BID SPECIFICATIONS
DELIVERY AND RETURN OF VOTING MACHINES
SPECIAL ELECTION AUGUST 11, 2026
Fun"iish trucks, equipment and labor as specified below to deliver 185 ES&S Model DS
200 ballot scanners, 78 "ES&S Express Vote" handicap ballot marking machines, 190
cases with electrical/electronic supplies, 84 4-station handicap accessible voting booths,
344 (+ - 10%) 28-inch traffic marking cones, 150 (+ - 10%) A- Frame sign stands, 1,300
(+- 10%) cardboard privacy dividers, 760 (+ - 10%) six foot tables, 50 (+ - 10%)
stanchion's, 175 (+ - 10%) plastic tubs containing supplies, from the County Wareliouse,
located on Schillinger Road, to tlie polling places as shown on the attached lists, and
return said macl'iines (AND ALL OTHER EQUIPMENT) to the County Warehouse,
after each election. All items above except ballot scaru"iers, tables, 28-inch traffic
marking cones and possible stanchions will be packed in security cages weighing
roughly 3501b (+- 10%) also picking up locations where-as the security cage is not
repacked. Some larger locations will have 2 security cages.
Van trucks are to be equipped with cleats for the tie offs for each machine and necessary
strapping. Also, vans are to be equipped with hydraulic lift gates and be in good running
condition, to avoid road service during actual deliveries. Vans must be watertight to
assure all equipment remains dt7 while delivering (and retuming) in inclement weather.
Drivers and crew must be neat and clean in appearance, be familiar with the roadways of
Mobile City & County. Drivers must possess a commercial driver's license as required
by DOT. Each van must be equipped with TWO 2-wheel hand trucks for the transport of
ballot scanners into each voting location.
There will be a minimum of a three-man crew per truck.
Eacl'i bidder must show evidence that they have the equipment and labor and are
qrialified to deliver the machines for which they are the successful bidder.
Delivery and pick-up of voting machines and all inquiries are to be coordinated through
Mr. Kenny Stewart, Voting Machine Operations, at 1150 Schillinger Road, North,
Mobile, Alabama. He can be reached by telephone on (251) 574-8324.
Delivei'y must be made Thursday, August 6, 2026, Friday, August 7, 2026, and Monday, August
10, 2026. Retuni of machines will be Wednesday, August 12, 2026, Thursday, August 13, 2026,
and Friday, Asugust 14, 2026.
Note: In some instances, exceptions must be worked out with individuals at the polling place for
delivery otlier tl'ian tlie designated days.

UPON SUBMITTING A BID, THE BIDDER GUARANTEES THAT THEY HAVE
INSURANCE SUFFICIENT TO COVER ANY DAMAGE TO MACHINES SUSTAINED
DURING PICKUP, DELIVERY, AND RF.TURN. (CERTIFICATE OF INSURANCE MUST BE
SUBMITTED WITH BID).
COPIES OF CDL DRIVERS' LICENSES MUST BE SUBMITTED WITH THE BID.
BIDDERS WILL SUBMIT A GRAND TOTAL. BID WILL BE AWARDED TO THE
