the Mobile County Commission, Mobile, Alabama, will receive bids on the following items:
ANNUAL JANITORIAL SERVICES FOR THE HISTORIC AVENUE CULTURAL CENTER LOCATED AT 564 DR
MARTIN LUTHER KING JR AVENUE, MOBILE, AL 36603 AS PER ATTACHED SPECIFIC:'ATIONS:
NOTE: PRICES MUST REMAIN FIRM FROM OCTOBER 1, 2026, THROUGH SEPTEMBER 30, 2029.
Any questions or comments concerning the bid requirements must be brought to the attention

forever waived.
All bidders shall furnish a five percent (EA) bid bond on any contract exceeding !930, 000. 00 :
provided that bonding is available for services, equipment or materials. Bid bond will be
accepted in the form of a certified check, cashier' s check, or postal money order, etc.
Out of State Corporations shall furnish a Certificate of Authority to transact business in
the State of Alabama. Out of State limited liability companies shall furnish proof of
reg.istration to transact business in this state. Alabama law requires that a successful
bidder, if it has employees in the State of Alabama, provide proof of enrollment in E-
Verify prior to the award of a contract. (See enclosed notice which must be completed,

PROJECT NAME: SERVICE CONTRACT - JANITORIAI, SERVICES FOR THE
HISTORIC AVENUE CULTURAL CENTER

TERM OF AGREEMENT:
1. Tetm of this Agteement shall coini'nence on the date of written Notice to Proceed, issued by
the County and ending on Septembei: 30, 2029.
COMPENSATION:
1. Monthly Fee: The Service Conti:actor agrees to charge, and the County agrees to pay the
monthly fee as deterinined by the agreed amount pricing as present on the Bid Form for the
term of the contract, fot the required monQ janitorial seiv'ces. Seivice Conttactor shall bill
monthly fot sei-vices tendered tl'ie preceding month. All invoices submitted shall consist of an
oi:iginal and clearly i:efei:ence the Bid Number and a sufficient desci:iption to identify services
for which payment is requested.
2. Under Consttuction: When a i:oom(s) or area(s) is undei: construction, being temodeled, ot
otherwise taken out of seivice, for more than Thirty (30) continuous calendar days, Sei'vice
Conti:actor shall be telieved of all ot part of the contract obligations for the ai:ea designated.
As the Seivice Conttactor will not be petforrning full seivice in those ateas, the monthly
payments will be teduced by the actual number of squate footage that is taken out of seivice.
3. Ptesent Billing Rates: Any work not covered by the Scope of Work of the conttact shall be
billed at the Ser'vice Conttactor's Additional Rates as described in the Bid Form, all additional
services will be invoiced separately from the monthly invoice.
4. Special and Emergency Event Seivices: At the request of the Mobile County Commission's
Service Contract Administrator, Special Event Seivices and Emergency Event Setvices will be
invoiced per the Addit'onal Rates as described in the attaclied Bid Form. All Invoices fot
special and emergency seivices shan include the following attacbments: Synopsis of hours
wotked, list of employee's names (last names only), Name and Date(s) of event, Location, and
attach email authotization. No claii'n for Work furnished by the Set-vice Contractor not
specifically ptovided for herein shall be paid by Mobile County Comtnission.
INOUIRIES:

Responses to questions may be handled as an addendiun 'd the i:esponse provides claiification to
the requirements of the bid. All such addenda shall become patt of the conttact documents.
FAMILIARITY WITH THE WORK
1. The Set'vice Contractor, by submitting a bid, acknowledges full undetstanding of the extent and
charactet of the woi:k requited and the conditions surrounding the petfoimance thereof. The
County will not be i:esponsible fo.t any inisunderstanding of the woi'k to be furnished or
completed, ot any of the conditions surrounding the petfotmance thereof. It is understood that
execution of the Agreement by the Seivice Conttactor serves as the stated commitment
to fiilfill all tequii:ements and conditions i:efetted to in this Agi:eement.
MANDATORY PRE-BID CONFERENCE AND SITE VISIT
1. All prospective bidders shan have a representative present at a MANDATORY Pte-bid
Conference that will be held on Monday, June 22, 2026 ,at 10:00 a.m. on site at the Historic
Avenue Cultural Centet, 564 Dr Mattin Luthet I(ing Jt Avenue, Mobile, AL 36603 . Any
Sei'vice Conttactors not having a tepresentative at this meeting will be disqualified fi:om
bidding on this project.
INSURANCE REoUIREMENTS
1. Service Contractor, at its sole expense, shall obtain and maintain in full fotce the following
insurance to protect the Service Conttactor and the Mobile County Commission (MCC) at
limits and covei:ages specified herein. These liinits and coverages specified are the minimum to
be maintained and are not intended to represent the correct insurance needed to protect the
Seiice Conti:actor fully and adequately. If requested by MCC, Service Contractor will provide
copies of policies within 10 days of i:equest.
2. All insutance shall be pi:ovided by insurets licensed to conduct business in the State of
Alabama and shall have a ininimum A.M. Best rating of A- VII and must be acceptable to
MCC. Self-insui:ed plans and/ot group funds not having an A.M. Best rating must be
subi'nitted to MCC for prior appi:oval.
NO WORK IS TO BE PERFORMED UNTIL PROOF OF COMPLIANCE WITH
THE INSURANCE REQUIREMENTS HAS BEEN RECEIVED BY MCC.

Covetage on an Occuttence form with a combined single limit (Bodily
Injury and Property Damage combined) as follows:

Tlie Cornmei:cial General Liability policy shall name MCC as Additional Insured for
claims aiising out of the Service Conttactors and/or any Subconttactors' work. The
ISO Fotms CG 20 07 04 and CG 20 37007 04 oi: a compai:able fotm that is no mote
resttictive shan be required. The additional Insured foi:m MUST include the current
Operations and Products/Completed Operations of each conti:actor. The naming of
the additional insured does not obligate the additional insuted to pay any premiums
due.
Aggtegate limits to be on a "per project" basis.
c. Automobile Liability
Covering all Owned, Non-Owned, and Hired vehicles with a Combined single liinit
(bodily injui7 and pi:operty damage combined) of $1,000,000 for each accident .The
policy shan i'iame MCC as Additional Insured.
d. Certificate of Insurance
A Certificate of Insurance evidencing the above minimum requirements must be
ptovided to and accepted by MCC, PRIOR to coini'nencement of any work on the
contract. Each policy shall be endorsed to provide Thii:ty (30) days ptior written notice
of cancellation to the MCC. A sample Certificate of Insutance is attached, see
Exhibit C.
CANCELLATION PROCEDURE
1. The Service Contractor shall be notified in writing of any problems pettaining to the
performance of the janitoi:ial seivices. This notification will be written by the County's
Seivice Contract Administtatot as specified iii the Agreement. A fonow-up letter will come
ftom the Ditector of Facilities and Maintenance .If no satisfactoi7 corrections are made by
the Sei'vice Contractor within Ten (10) working days, Mobile County Commission may, at its
discretion, cancel the Agteement imtnediately. If tei:miiiated, the Seivice Contractor will be
temoved from the bid list. Cancenation ptocedutes will be sttictly enfotced.
2 . The Seivice Contractor and/or the County may cancel the contract by giving written notice
of such, no less than Thii:ty (30) calendar days, notice of intent to cancel the conttact. If the
Service Conttactor initiates the cancelation, the Se.i'vice Conttactot must also forfeit Fifty
Petcent (50'!/o) of the charge for janitorial seivice for theii: last complete month of service. In
the event of cancellation by either party, proration of the custodial charge will be based on a
Thirty (30) day month.
MISCELLANEOUS PROVISIONS
1. Indeinnify: To the fullest extent perinitted by law, the Serice Contractor shan indemnify
and hold harmless the County, and its agents and employees ftom and against all claims,
damages, losses, and expenses, including, but not limited to, attoi:neys' fees arising out of
ot resulting from the pei:formance of the Work.
2. Subconttactors: The Sei'vice Contractor shall not employ Subconttactors without the
express written permission of the County.
3. Unifotins: Service Conttactor's employees are required to weai: a uniform or some type of
garment that will identify employees woi:king fot the company while on the pi:emises.
4. Conduct: The Service Conttactor shan tequire employees to comply with all insttuctions
pei:taining to conduct and building regulations issued by Service Contract Administi:atoi:
and Coutt Police Officets, if applicable. The Seivice Conuactor shall prol'iibit theii:
employees from the following: disturbing papers on desks; opening desk drawets; opei'iing
file dtawei:s oi: on any furnitui:e; using telephones or office equipment; stealing/taking
County property or personal pi:opei:ty; using illegal dtugs, alcohol, or other prohibited
substances; being under the influence of illegal drugs or alcohol while on County
property; cari7ing or using guns ,knives, or other dangerous weapons; and/or unplugging
computers ot other equipment. Due to the security nature of the Historic Avenue Cultural
Center, Service Contractor's employees shall be issued County issued identification secui:ity
cards, if applicable. The County shall teserve the right to have any Sei'vice Conttactor's
personnel removed, relocated, and/or barred from access to the Historic Avenue Cultural
Centet at any tii'ne. Serice Conttactot shall replace the employee imi'nediately upon
notification by the Service Contract Adininistratot. The Seivice Contractor's personnel shan
immediately i:etutn the County issued identification security card, if applicable.
5. Criminal Recotd Check: Sei-vice Contractor shall obtaiii criininal background checks, at its
expense, on all personnel at the start of this contract ot upon employment. The criminal
background check is to include federal, state, and local including any location that the
employee has resided within the past Five (5) years. Ten (10) days pi:ior to the start of
work, the Sersrice Conttactor shall ptovide Service Conuact Admii'iisttator with
documentation illusttating background checks have been successy completed. No
employee will be allowed to work at the Historic Avenue Cultural Center that has a
ci:iminal recotd/histoi7 for the past Five (5 )years ,if applicable.
6. Qualifications of Employees: Fully qualified, and trained fo.t tl'ieit specific duties,
workforce shall be on boatd by the end of the fitst Thii:ty (30) days of the conttact and
shall be maintained throughout the period of the contract.
7. All employees assigned by the Service Conti:actor to perform the work under this conttact
shall be physically able to do their assigned woi:k and shall be in good health. It shall be
the Service Contractoi:'s responsibility to ensure that all employees meet the physical
standards needed to perfotm the work assigned. All pei:sonnel employed by the Service
Contractor shall be ti:ained and expei:ienced, qualified in this type of work, fully aware of
their responsibilities and duties.
8. Supervision of Employees: Seivice Conttactot shall always piovide adequate on-site
superv'sion (minii'num of One (1) super-visot/lead custodian pet shift) of employee sto
ensure complete and satisfactoi7 petfoi:mance of all wotk in accotdanc ewith the
Agreement. Tlie Seiv'ce Conti:actor's site supervisot shall atsxrays be available on-site when
the work is being performed. The Seivice Conttactor's supei.'visots shall be fully and
adequately trained, with a minimum of Two (2) yeats of expetience in cleaning supeivision,
sufficient in scope to meet the appi:oval of the Serice Conttact Administtatot.
9. Contractor (2ualifications :Servic eConttactot must have been in busines sat leas tSeve n(7)
consecutive years. Seivice Conttactot shall ptovide tefetences to tecent janitotial sefflce
expetienc ein multi-stot7 buildings equivalen tto apptoximately 3,179 sq .ft. Failute to
provide evidence of at least Five (5) consecutive years in business ot tefetences will be
caused to reject bid.
