I. Introduction
The City of Mountain Home is asking for Request for Qualifications (RFQ) from qualified certified public accounting firms to provide independent auditing services. The selected firm will perform an annual audit of the City’s financial statements in accordance with Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (GAS).
II. Background
The City of Mountain Home is a municipal government that operates under a Mayor/Council structure, serving a population of approximately 13,000. The City manages an annual budget of $55,900,106.35, comprising the General Fund, Water and Sewer Funds, Street Funds, Enterprise Funds, Special Revenue Funds, and other governmental activities.
The City is required to conduct an annual financial audit in compliance with state and federal regulations.
III. Scope of Services
The selected firm shall:
Conduct two independent financial audits of the City’s financial statements for the fiscal year ending 2025 for the General/Street Funds due annually by June 30th and one Water/Sewer Fund due annually by April 30th.
• Comply with:
Generally Accepted Government Auditing Standards (GAGAS)
• Provide the following reports:
Independent Auditor’s Report
Management Letter (if applicable)
Report on Internal Controls
Single Audit Report (if applicable)
Attend meetings with City officials to present findings.
Provide technical assistance on accounting and compliance issues as needed.
IV. Qualifications
• Firms must demonstrate:
A valid CPA license in Arkansas.
At least seven years of experience in municipal or government auditing.
Qualified to conduct audits for City’s of the First Class.
Familiarity with auditing standards and federal single audit requirements.
No conflict of interest with the City of Mountain Home.
Sufficient staff to meet audit deadlines.

VI. Evaluation Criteria
Submissions will be evaluated based on the following:

The City is not responsible for any costs incurred in the preparation of the RFQ.
This RFQ does not commit the City to award a contract or pay any costs incurred in responding.
