ADVERTISMENT FOR BIDS
KINGSPAN RAIL EXPANSION PROJECT - PHASE I SITEWORK
CONTRACT NO. ACECD-02-0626

ALLEGANY COUNTY, MARYLAND
Sealed bids for the Kingspan Rail Expansion Project - Phase I Sitework, Contract No. ACECD-02-
0626, will be received by the County Commissioners of Allegany County, Cumberland,
Maryland, on Wednesday, July 15, 2026 at 3:00 P.M. local time, in the Commissioners' Office,
Allegany County Office Complex, 701 Kelly Road, Suite 407, Cumberland, Maryland 21502. Bids
will be opened and publicly read aloud immediately thereafter in Room 100 of the County
Office Complex.
Contract Documents (specifications and drawings) may be viewed electronically at
http://alleganygov.org/Bids.aspx. Bidders must purchase the contract documents directly from
Allegany County Economic and Community Development to submit a bid for consideration and
be registered to receive addenda and notices. To purchase documents, contact Krista Sweitzer
at 301-876-9512 or plan to purchase at the Pre-Bid Meeting described in this advertisement.
Contract documents are available for purchase upon payment of $50.00 per set of plans and
specifications. Checks should be made payable to the Allegany County Commissioners.
Each bidder must furnish with their bid an acceptable bid bond or certified check as bid
guarantee, in the amount not less than five (5) percent of the base bid, payable to the Allegany
County Commissioners. No bidder may withdraw a bid within 90 days after the actual date of
the opening thereof. Should there be reasons why the contract cannot be awarded within the
specified period, the time may be extended by mutual agreement between the Owner and the
Bidder.
All bids must be submitted in a sealed envelope and addressed to Allegany County
Commissioners, 701 Kelly Road, Suite 407, Cumberland, Maryland 21502 and marked "Bid for
Kingspan Rail Expansion Project - Phase I Sitework, Contract No. ACECD-02-0626" on the outside
of the envelope.
A non-mandatory Pre-Bid Conference for the purpose of presenting the project requirements,
schedule and procedures to prospective bidding contractors will be conducted on Monday, June
15, 2026 at 10:00 A.M., in Room 230 of the Allegany County Office Complex, 701 Kelly Road,
Cumberland, Maryland.
