The Reno-Tahoe Airport Authority (RTAA, or Owner) has issued this Request for Proposals (RFP) with the sole purpose and intent of obtaining sealed proposals (Proposal) from qualified Construction Managers at Risk (CMAR, Respondent, or Bidder/Offeror) to provide pre-construction services and potential construction services (Services) for the new concourses (New Gen A&B) at the Reno-Tahoe International Airport (RNO). The required Services include pre-construction and preparation of Guaranteed Maximum Price (GMP) proposal(s) for construction services associated with the full replacement of two (2) existing terminal concourses, partial passenger boarding bridge replacement, airfield pavement (apron and taxiway/taxilane) work, infrastructure and utility relocation, and demolition of existing structures and pavements (Project, or New Gen A&B).
As is more fully explained in
Section 20, Interview & Presentation Evaluation and CMAR Recommendation of Award
of this RFP, an award for this Project, if made, will be made to one (1) CMAR whose Proposal is most advantageous to the RTAA, taking into consideration the evaluation factors set forth in this RFP. The RTAA reserves the right to not award a Pre-Construction Services Agreement or a Construction Services Contract (Agreement, or Contract) for any work herein; therefore, the issuance of this RFP solicitation does not guarantee any subsequent award.
Additionally, the RTAA reserves the right to modify and/or reduce the scope of the Project. Furthermore, the RTAA reserves the right to hire any additional subject matter experts as needed for specialty items at its discretion.
If awarded, a Contract for this Project will be effective on the date the Contract is approved by the RTAA Board of Trustees, signed by all required parties, and filed with the RTAA's Contracts & Procurement Department. The Owner and the successful CMAR mutually agree that this solicitation and any resulting Contract is for Pre-Construction Services only and in no manner obligates the Owner to approve subsequently issued GMP proposals issued by the CMAR.
A non-mandatory Pre-Proposal Meeting will be held Tuesday, April 1, 2025, commencing promptly at 9:30 AM [PDT], and will be held at 2001 E. Plumb Lane, Reno, Nevada. The meeting location is the Board Room located in the Administrative Offices of the Reno-Tahoe International Airport. An on-site walk-through will be completed at the end of the meeting.
The purpose of the Pre-Proposal Meeting is to allow an open forum for discussion with RTAA staff regarding this RFP, with all Respondents having an equal opportunity to hear and participate. Verbal questions will receive verbal responses, neither of which will be official nor become part of the RFP.
Respondents are not required to attend the Pre-Proposal Meeting; therefore, Proposals will not be contingent upon attendance at this meeting.
Respondents are required to submit one (1) original copy of their Proposal marked "ORIGINAL," two (2) identical bound copies marked "COPY," as well as an identical electronic response in Microsoft Word or Adobe PDF on an unlocked USB drive. Respondent should ensure the thumb drive is not corrupted, or password protected, and contains the entire Proposal response. Packages containing the original Proposal, copies, and USB drive shall be sealed and clearly marked "RFP #24/25-12 Concourses A&B Project." Do not submit the Proposal to the NGEM website.

Mailed and hand delivered responses shall be enclosed within another envelope/package with the notation "PROPOSAL ENCLOSED" on the face of the outside envelope and received at the following address:

Late Proposals will not be accepted and will be automatically disqualified from further consideration. No Proposal, whether mailed or hand delivered, shall be considered if it has not been received at the RTAA Contracts & Procurement Department, 2770 Vassar Street, Reno, NV, on or before the Proposal deadline. Postmarks do not qualify as delivery. The clock at the Contracts & Procurement Department's office is the RTAA's official clock; timeliness of Proposals will be determined using only this clock. Respondents assume full responsibility for timely delivery of their Proposal at the specified location. Respondents assume the risk for the method of delivery chosen. The RTAA assumes no responsibility for delays caused by any delivery service. Oral, telephonic, faxed, web-based submittals to NGEM, or emailed Proposals are invalid and will not receive consideration.
