This Request for Information ("RFI") is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Code (UAC). If any provision of this RFI conflicts with UCA or UAC, the UCA or UAC will take precedence.
Purpose:
The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
Background:
The teams under the Utah State Board of Education (USBE) School Safety and Student Services section are looking for information about products in the following areas of interest:
● Building construction (locks, window security film, etc.) and design
● Bullying prevention
● Crisis response systems (emergency notification, panic buttons, etc.)
● Mental health supports
● Physical health (kits, supplies, etc.)
● Social Emotional Learning (SEL)
● Technology systems (audio, intercom systems, two-way radios, etc.)
● Transportation safety
The teams are exploring products and services that are being utilized in the field and gathering information around what is available to schools. Presentations are attended by members of the School Safety Center, Student Services, and Prevention teams; other USBE staff; and collaborative stakeholders to whom presentations may be of interest.
In order to provide equitable opportunities for interested vendors, the following parameters are in place:
● We ask that vendors not directly contact specialists. Shaleece Oldroyd is the point of contact for school safety and student services vendors.
● This is not a process to become a USBE approved school safety and student services vendor (there is no such process in place at this time).
● Repeat product presentations are not being scheduled until one year after the last presentation of the product.
● Follow-up meetings are not permitted.
● As this is a Request for Information (RFI), COST CANNOT BE DISCUSSED DURING PRESENTATIONS or registration communication. The intentional violation may result in not being eligible for future solicitations.
● No contract or purchase will be made as a result of these presentations. This is for informational purposes only.
Vendors can register for one, 15-minute slot for the USBE School Safety and Student Services Vendor Fair, which will be held on Thursday, May 29th, 2025 from 9:30 a.m. to 1:00 p.m. MDT. The allotted time includes set-up, presentation, and Q&A time. All presentations will be done virtually through Zoom.

Time slots will be reserved on a first come, first served basis until all spaces are filled. Once time slots are filled, no new appointments will be accepted.
