This solicitation is to provide group health insurance services to employees of the Government of the United States of America in Manila, Philippines. The estimated numbers of employees and eligible dependents are included in the solicitation. This is a fixed price with economic price adjustment requirements type contract.
The anticipated performance period is for a base year, with four one-year option periods, and one six-month option, if exercised by the Government. All responsible sources may submit an offer which will be considered.
The Government may award the contract based on the initial offer without discussion. The resultant contract will be a fixed price with economic price adjustment requirements type of contract under which will be issued firm fixed price task orders, for one year with four one-year options, and six-month option, if exercised by the Government.
The Government plans to issue the solicitation on or about March 2026. The proposal due date will be set forth in the solicitation.
The Government is planning a pre-quotation conference and the date for this site visit and conference will be in the solicitation.
All contractors shall be registered in the SAM (System for Award Management) Database https://sam.gov/content/home prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are required to register prior to the submittal of proposals.

This opportunity allows for electronic responses. Please submit your offer via email to ManilaContracting@state.gov prior to the response date and time. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
