Fairfax Countyâs Department of Neighborhood and Community Services (NCS), in collaboration with the Department of Family Services (DFS) and the Juvenile and Domestic Relations District Court (JDRDC), aims to design a restorative community justice initiative. This initiative will incorporate results from environmental and community needs assessments to ensure that it is well-informed, tailored, and positioned for success and sustainability. This initiative will take a broader, community-centered approach to justice, focusing on healing relationships between the victim and offender, and the broader community, with emphasis on collective healing, social justice, and crime prevention.This initiative will offer an alternative to the traditional justice system by bringing together victims, offenders, and community members to foster community involvement, healing, accountability, rehabilitation, and reintegration. The goal is to reduce recidivism and promote restorative community justice principles of inclusion, empowerment, dialogue, shifting power, and equity. Additionally, it will align with the Truth, Racial Healing, and Transformation (TRHT) framework, which fosters racial healing and transformation in communities affected by institutional, structural, and systemic inequities. Fairfax County expects this initiative to foster justice, equity, personal accountability, victim recovery, and social cohesion, aligning with criminal justice reform trends that emphasize rehabilitation and long-term sustainable community healing.This RFP is to contract with a vendor to complete an environmental impact assessment, a SWOT analysis, a community needs assessment, a community engagement plan, a site selection plan and identify a funding opportunity plan for the initiative.
