This document represents an invitation to Bidders to submit their proposals to the Standards Council of Canada (SCC) to develop three (3) Technical Specifications (TS) and one (1) Technical Guide to provide standardization strategies to deploy the Data Sourcing Protocol for the National Index on Agri-Food Performance of Canada.

The standardization strategies to be developed for the National Index on Agri-Food Performance (the Index) will contribute to SCC’s AI and Data Governance (AIDG) Program deliverables (of which Agriculture is key sector of focus) and will address some of the recommendations of the Canadian Data Governance Standardization Collaborative (DGSC) Roadmap on the needs for the digital food supply chain framework.

The National Index on Agri-Food Performance entered a new phase with the launch of the Centre for Agri-Food Benchmarking (the Centre). The Centre, housed at the Canadian Agri-Food Policy Institute, accelerates and formalizes the work of the partners supporting the Index. The coalition recognized the need to develop standards to support the Index, improving therefore its relevance and utility.

SCC in collaboration with the Centre for Agri-Food Benchmarking is seeking a Supplier to lead the development process oversight and lead the stakeholder consultations that will be used for drafting the Technical Specification. The standardization deliverables are intended to be test methods for the Centre, which provide repeatable and reproducible procedures with consistent outcomes for the assessment of the impact on the data sourcing protocol, data quality and data governance.
