CITY OF TROY, OHIO

The City of Troy (hereby known as the City) invites interested parties to submit sealed Statements of Qualifications and pricing proposals for Design-Build services related to the renovation of the Troy Police Department.  Copies of the complete Statement of Qualifications/Proposal may be obtained from the City’s website: https://troyohio.gov/bids

Statements of Qualifications must be delivered electronically to the City no later than 12:00 PM on Tuesday, July 7, 2026. Sealed Statements of Qualifications should be addressed to:

A mandatory pre-proposal meeting will be held on Thursday, June 18 at 2:00 PM at the City of Troy Police Department, 124 E Main St, Troy, OH 45373.

The City intends to undertake improvements associated with the Police Station Renovation Project.  The scope of this project includes renovation of the men’s and women’s locker rooms including associated HVAC, lighting, controls, and plumbing.  It will also include the replacement of windows on the first and second floor of the building, including window film and ballistic glass on the first floor. App Architecture is acting as the criteria architect.  The City, at its discretion, may hold discussions with one or more individual or associated candidate firms to explore a firm's Statements of Qualifications, the scope and nature of the services the firm would provide, and the various technical approaches the firm(s) may take toward the Project. The City reserves the right to reject any, part of any, or all Statements of Qualifications and to waive any informality, irregularity, or failure to conform to the instructions contained in this Public Announcement or in the Statement of Qualifications.

1. Introduction
The City of Troy, Ohio ("City") is requesting Statements of Qualifications and Proposals from
qualified Design Build firms to provide Design Build (DB) services for the Police Station
Renovation project.
The goal is to select a qualified firm that will provide both preconstruction and
construction phase services, including development of a Guaranteed Maximum Price (GMP).
The City intends to utilize a qualificationsbased selection process combined with a fee
proposal in a single solicitation to streamline procurement for the Police Station Renovation
project as directed by Ohio Revised Code for projects less than $4 million.
This procurement is conducted consistently with the applicable provisions of the Ohio
Revised Code governing DB services for public entities.
2. Project Description
The City intends to undertake improvements associated with the Police Station Renovation
project. The project includes the renovation of existing facilities. The anticipated
construction budget is approximately $2,500,000. The scope of this project includes
renovation of the men's and women's locker rooms including associated HVAC, lighting,
controls, and plumbing. It will also include the replacement of windows on the first and
second floor of the building, including window film and ballistic glass on the first floor.
The City expects to achieve the following goals and objectives by entering into an agreement
with the selected firm:
* Provide better working conditions within the facility
* Improve facility environmental conditions
* Reduce energy and operating costs
* Improve maintenance and operation of the facility
* Improve facility safety
3. Scope of Design Build Services
The selected design builder will provide services in two phases: PreConstruction and
CPorensCtrouncsttiorun.c tion Services:
* Design Services
* Cost estimating during design
* Constructability review
* Value engineering
* Schedule development
* Develop bid packages for City approval

* Identification of longlead materials
Construction Phase Services:
* Establishment of a Guaranteed Maximum Price (GMP)
* Competitive bidding of subcontractor trade
* Construction management and coordination
* Budget and schedule control
* Safety management
* Monthly reporting
* Project closeout administration

6. Submission Requirements

provide a 100% project value performance bond for its faithful performance of

installation of the entire project contemplated by the respondent firm.
Provide a copy of the most recent audited annual report for your firm.

Provide evidence of applicable insurance in types and amounts that are
commercially reasonable and appropriate with minimum coverages and limits
as follows:
Worker's Compensation (statutorily imposed minimum limits)
Commercial General Liability ($2M single occurrence / $4M annual
aggregate)
Automobile Liability ($1M annual aggregate)
Professional Liability ($2M per claim / $2M annual aggregate)

and/or engineers that are either directly employed or subcontracted by the
Design/Builder. Responding firm shall provide copies of Ohio professional
architecture and/or engineering licenses upon City's request.
* Provide an organizational chart that illustrates the structure and roles of your
project team members.
Project Approach
d) - Describe how the firm will manage cost, schedule, and
collaboration during design.
* Approach to work including percentage of selfperformance. The City wishes to
receive cost effective and best value subcontracting quotes. As such, self
performance should be limited by the firm.
* Firm's ability to implement the project in an expeditious manner.
* Plan for anticipated procurement difficulties based on the presented scope of
work.
* Work plan for personnel impacted by the project including temporary facilities
or arrangements.
* Plan for additional considerations which may include technical design, technical
approach, quality of proposed personnel and management plan.
* Approach with delivery of a GMP during the designbuild process. Anticipated
time allowed from contract signature to presentation of the GMP will be a
maximum of (80) calendar days.

* Note: this building resides within the City of Troy Downtown Historic District
and part of the Design/Builder's responsibility will be to obtain approval for the
final window design package by the City of Troy Planning Department.

8. Proposal Submission
To be considered, firms must submit a complete and thorough response to this RFQ/RFP.
All information requested must be submitted and organized in the format requested.
Failure to submit all information as requested may result in the requester requiring
immediate submission of the missing information and/or elimination of the respondent
firm from consideration. Emphasis should be placed on completeness and clarity of content.
A Statement of Qualifications including a separate sealed proposal must be submitted at the
address below on or before 12:00 PM local time on July 7, 2026. Late submissions may not
be considered. Electronic submissions are acceptable.

All contacts and communication regarding the proposal should be with the abovenamed
individual only. Firms contacting other City Staff or Officials may be disqualified for doing
so.
During evaluation, the City reserves the right, where it may serve the City's best interest, to
request additional information or clarification from firms, or to allow corrections of errors
or omissions. Oral interviews may be conducted by the City for firms with complete
submittals that are shortlisted.
Submission of a proposal indicates acceptance by the firm of the conditions contained in the
proposal documents. There is no expressed or implied intent or obligation for the City to
reimburse responding firms for any expenses incurred in preparing proposals. The City
reserves the right to reject any or all proposals in whole or in part.
9. Disclaimer
1. The City reserves the right to reject any and all submittals for failure to meet the
requirements contained herein, to waive any technicalities, and to select the
submittal which, in the City's sole judgment, best meets the requirements of the
project.
2. The City reserves the right to make an award without further discussion of the
proposal submitted. Firms should not rely upon the opportunity to alter their
qualifications during discussions. The City shall not be bound or in any way
obligated until both parties have executed a contract. The City also reserves the
right to delay contract award and/or not to make a contract award.

3. The City further reserves the right to make such investigation as it deems necessary
to determine the ability of firms to furnish the required services, and firms shall
furnish all such information for this purpose as the City may request.
4. Firms must specifically identify any portions of their submittals deemed to contain
confidential/proprietary information or trade secrets. Those portions must be
readily separable from the balance of the proposal. Firms may be required to justify
why the City of Troy should not, upon written request, disclose such materials.
