Italy 1.8A Synopsis

This is a pre-solicitation notice only. DO NOT submit proposals or inquiries until solicitation is posted. There will be a specific question and answer period noted below. On or about (JUNE 23, 2025), the Government intends to issue a solicitation for Direct Delivery Fuel; Fuel Types are (fuel types). Delivery will be (place of Performance). The solicitation will close on or about (JULY 25, 2025) unless extended. The solicitation will be open to all vendors capable of meeting the requirement.

Project Description:

Fuel requirement for fuel types approximately 148120899.43 Liters with an estimated 3 years. In addition, the information below is provided to obtain responsible sources capable of meeting the requirement of the solicitation.

Vendors will be expected to provide a copy, when solicitation is released, of the following information:

1. License to Deliver Fuel


2. Commitment letters for fuel and transportation. To include pictures of trucks to be used


3. Proof of Tax Exemption status in Italy


4. Offerors shall provide copies of their supplier and transportation agreements with the offer for all fuel types being solicited. Transportation agreements shall state the number of trucks and VIN numbers for those trucks.


5. Offeror will submit a commitment letter from its supplier.


6. Offerors shall provide a copy of the certificate of analysis or certificates of quality for all fuels offering on. COA should be within 90 days of submission. COA must be approved by DLA Quality as part of Technical Evaluation Factor. COAs should be based requirements in E QAPs that will be in forthcoming solicitation.


7. Offerors shall submit a completed and signed Standard Form (SF) 1449, “Solicitation/Contract/Order for Commercial Items,” provided herein.


8. The offeror’s proposal shall contain a statement, substantially similar to the following for each fuel offering on:

9. Vendors shall ensure 52.212-3 is completed in their registration on SAM.gov

The solicitation will be posted at a later date as previously stated. The Government is allowing a question-and-answer period to allow vendors to submit their questions to the POCs on this notice. You may submit questions directly to the emails provided from 05/06/2025 to 05/20/2025 5:00 P.M Eastern Standard Time. Responses will be posted within a short period afterwards.
