This sources sought is posted by the Government agency seeking responsible sources for a project. This notice is not a solicitation for work or a request for proposal. The purpose is to identify interested and capable vendors to perform the work described below and to incorporate the results into the Government’s Market Research Report.
The 354th Contracting Squadron is seeking A&E services to develop Planning Study Documents for a Unidirectional Flushing Program (UDFP) at Eielson AFB, Alaska (Project No. FTQW241400). The work includes Investigating existing records and assets; configuring and calibrating a GIS-integrated hydraulics model (e.g., WaterGEMS) using flow/pressure testing; and developing a UDFP with mapped sequences, valve/hydrant operations, recommended velocities/flows, and field instructions with forms. The objective is to improve water quality and system reliability by targeted, high-velocity, single-direction flushing consistent with industry practice.
The scope includes kick-off and progress meetings, monthly status reports, draft and final submittals, and Government reviews. Final deliverables will include the calibrated hydraulics model, flushing sequence documentation and maps, updated GIS/CADD files with metadata, and an instruction manual with training for Government personnel. All work shall align with applicable standards and guidance such as EPA distribution-system flushing practices and AWWA M32 modeling guidance, and comply with OSHA and Air Force requirements.
The period of performance for this effort is six months after Notice to Proceed.
