Description:
The Pennsylvania Emergency Management Agency (PEMA) is requesting a price quote for modifications done to a F-350 Truck. All equipment that is being bid must have the brand listed. If PEMA is delivering the vehicle the bidder must be within a 50-mile radius of the agency. Please fill out the attached documents and upload them with your bid.
Restriction of Contact
From the issue date of this IFB until the Issuing Office selects a bid for award, the Issuing Officer is the sole point of contact concerning this IFB. Any violation of this condition may be cause for the Issuing Office to reject the offending bidders bid. If the Issuing Office later discovers that the bidder has engaged in any violations of this condition, the Issuing Office may reject the offending bidders bid or rescind its contract award. Bidders must agree not to distribute any part of their bids beyond the Issuing Office. Any bidder who shares information contained in its bid with other Commonwealth personnel and/or competing bidder personnel may be disqualified.

ALL BIDS MUST BE SUBMITTED ELECTRONICALLY. No paper bids will be accepted.
Specifications and requirements are as per the attached documents.
Substitutions Allowable:
Substitution with an approved equal item is allowable.
Any reference to a particular manufacturer’s product either by trade name or by limited description is solely for the purpose of more clearly indicating the minimum standard of quality required.
The term “approved equal” is defined as meaning any other make which, in the sole opinion of the purchaser and the end recipient/subject matter expert (SME), is of such character, quality, and performance equivalence as to meet the standard of quality of products other than the referenced product shall:
a) furnish complete identification in its quote of the product it is offering by trade name, brand and/or model number.
b) furnish descriptive literature and data with respect to the substitute product it proposes to furnish; and
c) indicate any known specifications deviations from the referenced product.

and services listed below.

Description
Removal of SPARTAN Service van body (see additional requirements)
Installation of new 8’ pickup truck bed (see additional requirements)
Installation of new fiberglass truck cap (see additional requirements)
Installation of new LED lights, mounted inside of cap on a switch located inside cap edge
Installation of new LED work lights (see additional requirements)
Reinstallation of trailer hitch (see additional requirements)
Installation of new full-length pull-out cargo tray (see additional requirements)
Installation of new back up camera (see additional requirements)
Installation of new heavy-duty floor mats (i.e. WeatherTech or equivalent)
Additional Requirements:
Van body – PEMA does not want the body returned.
Truck bed – Can be new “old stock’ or like new condition; must be white in color to match cab;
connect fuel filler, lights, and other miscellaneous items necessary for operation of the truck.
Cap installation - must be white in color to match cab; windows required along both sides of
cap; rear window; cap lid to include window and gas shocks to hold lid open; must be bolted to
bed with weatherstripping between to make watertight; must be a high rise type the full length
of the cap.
LED work lights - one mounted at the top of each corner of cap, shining back and slightly
downward to facilitate loading truck or connecting trailer; On/Off switch to be located inside the
cab of the truck, near driver’s area.
Trailer hitch – current hitch to be reused along with the 7-pin trailer wiring socket.
Cargo tray – to be rated at 1500LB; tray to slide out the entire length of the truck bed.
Back up camera – must be aimed to facilitate backing and connecting of trailer; 7” screen to be
mounted where driver can see screen in cab; old back up camera to be removed; old screen is
not usable.
Bidders must provide the brand of equipment that is being bid for installation.
If PEMA must deliver the vehicle the bidder will need to be within a 50-mile radius of the agency
