THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.

Item : Force Tensiometer capable of fully automatic measurements of surface and interfacial tension dynamic, contact angle, density and adhesion force.

The mandatory technical criteria are:

M1        Instrument must have the capability of performing fully automatic measurements of surface and interfacial tension

M2        Instrument must have the capability of performing fully automatic dynamic contact angle measurements including multiple fiber sample holder for contact angle measurements on fibers and capability of measuring the contact angle of packed powders

or porous materials.

M3        Instrument must have the capability of performing fully automatic density measurements

M4        Instrument must have the capability of performing fully automatic adhesion force measurements with force sensor of weight resolution: of minimum 10ug; and Display resolution of minimum: 0.001 mN/m including Camera system integrated with the platform stage.

M5        The instrument must have a demonstrated industry acceptability by having been manufactured, marketed, and sold on the commercial market for at least one (1) year. The equipment must be new, not a loaner unit, demo model, or remanufactured.

M6        The instrument must be equipped with an optical Height sensor for high accuracy of the measurements.

M7        The instrument must have the ability to measure surface tension and interfacial tension measurements, a sample stage with platform and sample vessel for small sample volumes

M8        The Instrument must have a Minimum of (1) one Du Noüy in protective box and a

Minimum of (1) one Wilhelmy Plate in protective box

M9        The Instrument must have Sample Holder for measurements of adsorption and wetting behaviour of powder samples

M10        The instrument must have a Liquid Density Module to determine the density of liquids including a minimum of (1) one density standard

M11         The instrument must have a Sedimentation Probe to characterize the sedimentation of dispersions

M12        The instrument must have a Measurement Cone to characterize the penetration into materials

M13        The instrument must have a Solid Density Module to determine the density of solid samples including sample holder for determination of density of solid samples

M14        The instrument must have a Micro Dispenser system for automated CMC measurement with min of (2) two separate dosing units

M15        The instrument must have a protection mechanism to reduce underload and overload vibrations

M16        The instruments must have temperature control with temperatures range from -15 to +140°C.

M17 The supplier must offer Minimum of (2), two years extended warranty on all parts and labor And Minimum of 3-year Onsite Preventative Maintenance

M18        The instrument must be compatible with a 110 or 220 AC V and 60 Hz power supply, standard wall plug /circuit

M19        The supplier must provide a desktop or laptop with min 1 TB SSD memory.

M20        The computer must operate on Windows 10 Pro, 64-bit or newer operating system and provide a monitor that is a minimum of 24-inches

M21        Computer must be equipped with software Configuration for:

•        Surface and Interfacial Tension Software Module to determine surface and interfacial tension of liquids by Du Noüy ring and Wilhelmy plate method

•        Dynamic contact angle on rectangular and cylindrical solid samples using the Wilhelmy method

•        Contact angle on powders and fiber bundles using the Washburn method

•        Surface free energy from contact angle data split into its polar and dispersive components, its acid and base components as well as its hydrogen bonding components, according to different models

•        Calculation of wetting envelopes

•        Critical Micelle Concentration

•        Gibbs free standard adsorption enthalpy

•        Adhesion Analysis software for analyzing the adhesion between two phases and calculating related scientific parameters
