UPDATE 1: RESPONSE TO VENDOR QUESTIONS.



This is in response to questions received regarding the RFI:




  1. Reference: PWS Task Area 1, Subtask 1, Section 1.2.1.9.1.1; which states a Contractor is required obtain an OPSPEC A024 Air Ambulance Operations-Airplane.



Question: In review of the PWS’s aeromedical evacuation requirements, are vendors required to maintain any CASAVAC medical treatment levels for casualties or maintain medical qualified personnel on board the aircraft? As Operational Specification (OpSpec) A024 has been decommissioned by the FAA for Part-135 air carriers.



Answer: Medical services are not in the scope of service for this requirement. Accordingly, OpSpec A024 will be removed from the PWS as a requirement.




  1. Reference: PWS Task Area 1, Subtask 4, Section 1.2.4.2; which states the aircraft will be based out of Basco Airfield.



Question: As Basco Airfield, Itbayat Island, and Calayan Island do not have aviation fuel available for on-site procurement, would the Government be amendable to an aircraft basing location at Laoag International Airport, Philippines.



Answer: The government believes there are opportunities for the contractor to procure their own fuel at Basco Airport. This would be the preferred course of action.



However, we would like to consider three separate courses of action to address this if no commercial fuel is available. We are requesting vendor input to assess viability of each option.




  • Option A: Provide aviation fuel from a FARP based at Basco Airfield. How much fuel would the contractor require to support this option? Additionally, the fuel provided would be JP-8. Is this compatible with your proposed aircraft?

  • Option B: The government procures aviation fuel for the contractor and stages it at Basco airfield. How much fuel and of what type would be required to support this PWS?

  • Option C: The contractor bases out of Laoag International Airport. What is the estimated additional lead time for an aircraft responding to a casualty in the Luzon Straits?

You are receiving this email because the U.S. Government is seeking to vendors with the capability to provide fixed-wing aeromedical evacuation services in the vicinity of the Luzon Strait Islands, Republic of the Philippines.



1.0 Purpose: Regional Contracting Office, Marine Corps Base Hawaii is seeking information from the commercial vendor base to assist in planning and budgeting for potential aeromedical evacuation services in the vicinity of the Luzon Strait Islands, Republic of the Philippines. This RFI is for informational purposes only and does not constitute a commitment to contract. Information gathered will be used for planning and budgeting purposes only. Interested vendors will be noted for future solicitations.



2.0 Scope. Please review the attached PWS for the scope of this requirement.
