SECTION 1 - INTRODUCTION
The City of Grants Pass (City) desires to select an engineering firm to enter into a five-
year Master Services Agreement to provide engineering services for the Water
Restoration Plant (WRP) and wastewater collections system. Anticipated services
include;
* After issuance of a revised NPDES Permit, update the WRP facilities plan. The
current plan was last updated in June 2014.
* Seismic Upgrades to the WRP Administration Building
* Secondary Clarifier Rehabilitation
* Replacement of various plant equipment:
Obsolete Trojan UV System
Lift Station(s)
Headworks Bar-screen
Belt Press
Electrical and Control Systems upgrades (including all Robicon VFD's and
PLC's)
Gravity thickener control panel and main server
* Upgrades to the Redwood Conveyance - Includes modifications to Darneille and
Redwood pumping stations and addition of a new force-main
* Updates to Sewer Use code
* Updates to Pretreatment Program
Under the Master Services Agreement, the City will negotiate individual work orders for
each task, including specific scope of work and price for the work.
The City's selection process will be a two-step process. The first step will be an evaluation
of the detailed Statements of Qualifications (SOQ) submitted in response to this Request
for Qualifications (RFQ).
In the second optional step, the City will invite a select number of firms to make oral
presentations to the selection team. If required, instructions will be provided regarding the
desired content of the presentations. A firm's ability to follow directions will be considered
as part of the evaluation of the SOQ and oral presentation. Notice of the selected firms
for oral presentation will be provided to all firms who submitted an SOQ within 30 days.
Respondents shall submit their Rates for key personnel in a separate sealed envelope
labeled "Cost Proposal". Cost proposals will not be opened until after the qualifications
have been evaluated. Cost proposal envelopes submitted by firms that are not selected
will be returned unopened following completion of the selection process. Respondents
should provide a detailed schedule of values identifying the cost breakdown for each
major component of the work.

Since 1935, the City of Grants Pass WRP has operated at its current site. The first plant
expansion occurred in 1953. In 1962, the plant was upgraded to a secondary treatment
facility.
The plant produces high-quality effluent, meeting the Oregon Department of
Environmental Quality discharge permit conditions.
Currently, wastewater flow to the WRP ranges from an average dry weather flow of 5.4
million gallons per day (mgd) to a peak storm flow of about 30 mgd. The WRP currently
has a 27-mgd peak hydraulic capacity for primary treatment, 16 mgd hydraulic capacity
for secondary treatment and 46 mgd capacity for UV disinfection. Flow exceeding the
secondary treatment capacity receives only primary treatment and disinfection. This
occurs only infrequently during extreme wet weather storm conditions.
For final disposal, biosolids are hauled by a local contactor to Dry Creek Landfill in White
City.
Scope of Work Summary
The City Council has adopted a rate structure which will support approximately $2.5
million dollars of capital improvements each fiscal year. Descriptions of the proposed
projects will be provided as part of the optional second step of the selection process.
Pre-Submittal Meeting
A non-mandatory meeting and site tour will be held at 101 NW A Street, Grants Pass on
Tuesday, August 11, 2026, at 10 am local time. The meeting will be followed by a tour of
the Water Restoration Plant at 1200 SW Greenwood Avenue, Grants Pass, Oregon. This
site tour is being offered as a courtesy to interested firms and attendance will not be
considered in the evaluation of the SOQ.
Submission Requirements
The deadline for submission in response to this RFQ is August 19, 2026, before 3:00
pm local time.

SECTION 2 - STATEMENT OF QUALIFICATIONS
Please provide the following information about your firm or members of the team you wish
to propose for the Master Services Agreement. Your firm's or team's statement of
qualifications should respond to all requirements of this RFQ to the maximum extent
possible.
Information about your Company
Please provide the name, address, phone number, fax number, and e-mail of the firm (or
firms') offices that would be providing the service to the City of Grants Pass as well as the
location of the firm's home office.
Project Team
Provide the names and resumes of the project team including the project manager and
all key support professionals. Include a description of the team members' experience
providing comparable services and include the role each team member provided.
Indicate in which office each team member is located.
If a multi-firm or team approach is proposed, clearly identify the responsibilities of each
party and the assurances of performance offered. Please describe your history of working
with members of the team. The City of Grants Pass prefers to contract with a single or
primary firm, under which sub consultants may operate.
Project Experience
Please provide a list of previous project experience in municipal wastewater facilities
which your firm has had a major role in providing service. Describe the service provided
and the approximate total project cost and the cost of your service. Please include
projects completed for facilities of similar size, public agencies, or for other clients within
Oregon or Washington.
References
Please provide a list of five clients of your company, preferably cities in the State of
Oregon, who have used your services in the design and/or construction of municipal
wastewater facilities of similar size or other related projects. Include the name and
telephone number of the client's contact person who is familiar with the project and your
firm's role on the project.
Special Capabilities
Describe any special or unique capabilities of Contractor, such as technical innovations,
cost effectiveness, sustainability, supplier certifications, etc.
Financial Information
Please provide financial information about your company, including total annual revenues
of the firm(s), annual revenues for the office which would perform the bulk of the work,

and types and limits of insurance coverage carried. Also provide a list of claims, a brief
description of any claims, and the disputed amount currently pending against your firm(s).
Conflict of Interest
Please list any current (or potential) clients or projects which may be (or cause) a conflict
of interest in working for the City of Grants Pass and describe the possible extent of the
conflict.

SECTION 3 - SELECTION PROCESS
The submitted statement of qualifications will be evaluated based upon the following
criteria and a select number of firms will be invited to respond to a detailed request for
oral presentation.
Evaluation and Scoring Criteria
The firms will be evaluated based upon the following general criteria:
* Experience and expertise of project team members and of the team organization
(20 points).
* History of previous experience in similar projects (15 points).
* Results of reference checks (10 points).
* Consultant's record for completing a task on time, within budget, estimating
construction costs, and designing to a budgeted capital cost (15 points).
* Any special capabilities the team may bring to the projects (10 points).
* The consultant's financial and insurance coverage status.
* The consultant's ability to follow directions
False or Misleading Statements
If, in the opinion of the City, any SOQ contains false or misleading statements or
references which do not support a function, attribute, capability, or condition as contended
by the Contractor, it shall be rejected.
Clarification of the SOQ
The City reserves the right to obtain clarification of any point in the firm's SOQ or to obtain
additional information necessary to properly evaluate a particular SOQ. Failure of the
firm to respond to such a request for additional information or clarification may result in
rejection of the firm's SOQ.

ATTACHMENT A
MASTER AGREEMENT FOR PROFESSIONAL
ENGINEERING SERVICES FOR THE WASTEWATER SYSTEM
City of Grants Pass, Oregon
THIS AGREEMENT is made and entered into by and between the City of Grants Pass,
Oregon, hereinafter called the CITY and the consulting firm of ______________________, whose
address is ______________________________, hereinafter called the CONSULTANT.
WHEREAS, the CITY desires to update a Facilities Plan on the Water Restoration Plant,
Replace Digester Gas Flare, Secondary Clarifier, UV equipment, Lift Station, Headworks Bar-
screen, the Belt Press, all Robicon VFDs and PLCs, gravity thickener control panel, and main
server. In addition, Redwood conveyance upgrades to Darneille and Redwood pumping stations
will occur, and updates to Sewer Use code and Pretreatment Program, and
WHEREAS, the CITY desires to engage the professional services and assistance of a
qualified consulting engineering and environmental firm to do the necessary design, construction
observation, permitting assistance, and associated work to support this effort, and
WHEREAS, the CONSULTANT has represented and by entering into this Agreement
now represents that it is in full compliance with the statutes of the State of Oregon for
registration of professional engineers and that all personnel to be assigned to the work required
under this Agreement are fully qualified to perform the work to which they will be assigned in a
competent and professional manner, and
WHEREAS, the CONSULTANT has indicated that it desires to do the work set forth in
the Agreement upon the terms and conditions set forth below.
NOW, THEREFORE, in consideration of the terms, conditions, covenants, and
performances contained herein below, the parties hereto agree as follows:
I.
OBJECTIVE AND SCOPE OF WORK
The scope of professional services to be performed and the results to be achieved by the
CONSULTANT shall be as detailed in individual task orders for each project. Each specific
project will be assigned to the CONSULTANT by use of a written Supplement to the
Agreement. The process used to identify individual task orders shall be as follows:
A. The CITY will identify the general scope of work for each work order and will notify
the CONSULTANT either verbally or by letter. This notification will provide the
general project information and schedule requirements.
B. The CONSULTANT will then review the information furnished by the CITY and,
within a reasonable time of receipt of the notification, prepare and return a detailed
work plan including, but not limited to, the following:
1. Description of the work and overall objective.
2. Detailed scope of work with individual work tasks, as appropriate. A section on
sustainability shall be included in all work tasks.
3. An estimated cost for the proposed work by an itemization of personnel necessary
to perform the work, their estimated work hours on each task, and their cost as
