Description

This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 377th Mission Support Group Contracting Division (377 MSG/PK) intends to issue solicitation FA9401-25-B-0001. This announcement serves as the advance notice for this requirement. Responses to this synopsis are not required.



Description of Requirement: This project involves the removal of the existing power line and wooden poles along a perimeter fence and reconstruction of the power line to the access road. The substation will be repaired to ensure efficient power distribution to the access road, enhancing safety and reliability. The reconstruction process will involve careful planning and coordination to minimize disruptions to nearby areas and ensure the smooth operation of the substation. Once completed, the reconstructed power line will provide stable and consistent power supply to the access road, improving overall functionality and accessibility for users.



The Contractor is responsible for replacing all current conductors and securely attaching/terminating them to the new poles and adjacent poles using new hardware and insulators. The replacement conductors must be of the same type as the existing ones. The Contractor must confirm the sizes of all conductors and provide new hardware, including lightning arrestors and static wires.



The North American Industry Classification System (NAICS) code for this acquisition is 237130 – Power and Communication Line and Related Structures Construction. The size standard for this NAICS code is $45 million.



377 MSG/PK anticipates a firm-fixed price contract. The acquisition will follow procedures set forth in FAR Part 14 “Sealed Bidding”. Bidders must ensure compliance with all solicitation requirements, as non-compliance may lead to disqualification. The anticipated magnitude for this effort is $1,000,000 – $5,000,000.



The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://sam.gov on or around 02 April 2025. The closing date, time for submission of offers, as well as the date and time for a site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation.



All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov.
