Bid: 1840 – Installation of New Mechanical Screening and Washing Compactor Systems
Due: 3:00 p.m., Thursday, April 9, 2026

Revised Bid Form – Rev. 1 follows after the End of Addendum 2.
Questions received by 4:00 PM March 18, 2026, and answers.
1Q - Vulcan option specifies a stair screen to be furnished. However other types of
screens have been specified for other two potential suppliers. Vulcan also designs and
manufactures the other two types of the screen; can Vulcan offer their version of those
screens for this bid.
A – Yes, Vulcan can offer their version of those screens for this bid.
2Q - We are only seeing design conditions listed for the Housatonic plant, how about for
Beaver Brook?
A - The design conditions for Beaver Brook are outlined on the attached Table 2-1
following the End of Addendum 2.
3Q - Paragraph III.C on Page ITB-27 says the screen will be capable of working with the
existing control panel and instrumentation. Paragraph V on Page ITB-30 has an electrical
controls specification that includes a NEMA 4X main panel and a NEMA 4X rated local
control station for unclassified areas plus a single, upstream level transducer for high
level screen start. Paragraph VIII is yet another controls specification which includes
NEMA 7 local control stations and a NEMA 12 main panel with (4) level sensors for
differential level control. These items will need to be clarified so that everyone is on the
same page with the equipment bids and the City gets what they want.
A - Provide a new NEMA 4X main panel and a NEMA 4X rated local control station for
unclassified areas plus a single, upstream level transducer for high level screen start.
4Q- Will the channels be isolated and cleaned by WWTP staff prior to the
commencement of the project?
A- No. The bypass channel gates are frozen shut and inoperable. City staff will set up a
bypass around the screenings channel. The bypass will obstruct the front double door
access to the building so the contractor will demolish the existing screen and compactor
and move the new screen and compactor into the building before the bypass is set up.
Once ready the bypass will be set up and the channels cleaned to allow the final
installation of the screen and compactor.
5Q- What if any expectations for the contractor during the bypass?
A- Once the bypass is started the contractor will be expected to be onsite every workday
to complete the installation of the screen and compactor as quickly as possible.
6Q- Will the supply of grinders be removed?
A- There will be no grinders at either Beaverbrook or Housatonic installations.
7Q- Confirm that all manufacturers are required to supply new control panels. Aquilitec
specification Sec. C states it can work with the existing control panels.
A- All control panels will be new.
8Q- In the bid form specification section, there are two fill in sheets titled unit pricing
sheets page BF-2 & BF-3. Do these sheets apply for this project? If so, how do we fill
out form?
A- Please use attached “Bid Proposal Form” included with this addendum. The new Bid
Form follows after the End of Addendum 2.
9Q- Please clarify that the drawings provided at the end of the bid package (H2S & BB-
2M) are for reference only, and the notes on the drawings do not apply to this bid.
A- The drawings at the end of the bid (dated 2006) are from the original installation of
the Vulkan step screen and are for reference only.
10Q- Page ITB-38 Control Panel. Who is responsible for providing an integration person
or company for integration of the new screen bar screen into the existing plant wide
SCADA system?
A- Contractor is responsible for integration with existing SCADA system.
11Q- Page ITB-39 & 40 Instrumentation in section I notes to provide CAT5 Ethernet
cable as shown on drawings per div. 16.
A- Existing SCADA connections can be used to connect to the new equipment.
12Q- There is no electrical drawing or Div. 16 specifications, please clarify.
A- Contractor is responsible for identifying existing electrical connections and
reconnecting to the new equipment.
13Q- Page ITB-40 The instrumentation and control system suppliers (section 13300 &
13400) There is no Div 13 in the specification and no suppliers, please clarify.
A- Disregard page ITB-40 paragraph K
14Q- At the pre bid meeting the plant operators told the contractors present at the
meeting that the slide gates that isolate the channel where the existing bar screen is
located do not work at Housatonic WWTP. Is it the contractor’s responsibility to shut
down the flow in the channels?
A- See answer to question #4 & #5 above.
All else remains the same.
