This is a pre-solicitation notice for commercial products or commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) subpart 12.6, via https://www.acquisition.gov/far/subpart-12.6 as supplemented with additional information included in this Notice. The provisions and clauses to be incorporated will be those in effect through Federal Acquisition Circular 2025-05 via https://www.acquisition.gov/browse/index/far unless such gets updated.
The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) is requesting information (pricing and socio-economic concerns mainly) IAW FAR subpart 13.5 procedures at this time to see if small businesses (SBs), especially women-owned, SBs (WOSBs) can fulfill this requirement via the open market AND at a fair & reasonable price. A written solicitation may be issued at a later date.
Interested firms shall read the performance work statement that’s attached and provide a response via email to the Contracting Officer (CO) listed for this buy – Sheray.Millhouse@ATF.gov. The response need not be elaborate, rather a paragraph or two (2) containing the requested information - Evidence the firm can fulfill the requirement [e.g., a Capability Statement] and an estimated price. Since all communication must be written, thus via email, to be considered, ATF will not entertain phone calls or voicemails.
