M. SJCSD may maintain a pool of temporary personnel from an existing contract. The
award of this contract does NOT necessitate the need to displace current personnel and/or reassign them to a newly awarded successful Bidder. Questions: How may current temporary personnel are working on the existing contract? Does SJCSD intend on keeping these associates with the incumbent firm? What if the new firm offered better benefits to temporary personnel than the incumbent firm, would SJCSD consider transferring these personnel? N. SJCSD reserves the right to increase the pool of successful Bidders to provide temporary personnel services on an as needed basis, if deemed necessary and subject to approval, additional Bidders will be added to the pool of successful Bidders. Regardless of the year Bidder is added to the pool of successful Bidders, all awards will be terminated at the end of this Bid. Question: Did SJCSD add any Bidders to the current contract listed as outlined in section N above? Question: Does SJCSD intend to award one staffing agency in this contract or multiple agencies. If multiple agencies, is there a limit on the number of agencies to be added. Q. Hourly pay rates for the designated positions presented on the bid sheet may be increased at the sole discretion of SJCSD. The successful Bidder will receive notification of any such increase in writing from SJCSD employee authorized to make such increase. Question: Does any firm awarded the contract for SJCSD have the right to pay less than the amount listed? If no, how does SJCSD enforce proper wage payments? It is common with other public or municipal accounts to see staffing agencies give very low markups to win the contract, then pay employees less per hour than required by the contract to make up for the low markup. How will SJCSD enforce hourly wage payments to temporary personnel? Question: Is SJCSD solely awarding the contract on markup alone? Please confirm no other factors will be considered in this RFP, including but not limited to response time to fill, candidate quantity, methodology, service, employee benefits, etc. Question: Please provide the incumbent markup for all positions listed in the ITB. Please provide the annual spend for 2025 YTD, 2024, 2023. |
