The Charter Township of Van Buren Downtown Development Authority (DDA) is seeking Requests for
Proposals(RFP)fortheLandscaping Maintenance Services within the DDA District Boundaries within
the Township.
PROJECT DESCRIPTION
This RFP is issued by the Charter Township of Van Buren Downtown Development Authority (DDA)
to obtain quotes for Landscaping Maintenance Services.
BID REQUIREMENTS
Your response to this request should include the following information:

SUBMISSION DEADLINE
Proposals must be received by the Van Buren Township DDA no later than 2:00 p.m. on Thursday,
February 5, 2026.
Proposals will be publicly opened at 2:00 p.m. on Thursday, February 5, 2026, in the Van Buren
Township DDA Building Conference Room.

BID SPECIFICATIONS
SCOPE OF SERVICE AREAS
The project includes three (3) separate landscape maintenance areas:
• Harris Park – 10101 Belleville Rd., Van Buren Township, MI 48111
• Belleville & Ecorse Road Intersection – Van Buren Township, MI 48111
• Belleville Road Streetscape – Belleville Rd. from Tyler Road to the bridge into the City of
Belleville, Van Buren Township, MI 48111
AWARD OF CONTRACT
Bidders may submit proposals for one, two, or all three areas. Separate pricing must be provided for
each individual area.
The Township DDA reserves the right to award the contract in whole or in part, to make multiple
awards, or to award separate contracts for any individual area, as determined to be in the best interest
of the Township DDA. Submission of a proposal for all areas does not guarantee award of all areas. The
Township DDA further reserves the right to reject any or all proposals
GENERAL CONDITIONS
• Bid prices shall include all labor, materials, equipment, insurance, and incidentals necessary to
perform the work.
• Contractor shall maintain all lawn areas, planting beds, trees, shrubs, and related landscaping
elements as specified.
• Contractor must report hazardous conditions immediately to the Township DDA.
• Contractor is responsible for compliance with all OSHA/MIOSHA requirements and applicable
federal, state, and local laws.
• Contract term covers the 2026 and 2027 landscaping seasons, with an option to renew all or
portions of the contract for one (1) additional season at the sole discretion of the Township DDA.
• Contractor shall provide 24-hour emergency contact information.
• The Township DDA reserves the right to terminate the contract for material breach
EQUIPMENT
• All equipment must be maintained in safe and efficient operating condition.
• Contractor shall repair or replace any damage caused by careless or accidental equipment use.
• No Township storage space will be provided
QUALITY ASSURANCE
• Contractor must have a minimum of three (3) years of professional landscaping experience.
• Employees must wear uniforms with company identification.
• Professional conduct is required at all times

REMOVAL OF TRASH & DEBRIS
BID SPECIFICATIONS
• Sites must have debris, and litter removed before work is performed.
• All litter or debris collected at mowing sitesmustbeproperlydisposedofbytheContractor.
• Contractor shall not be permitted to dispose of this litter in public trash receptacles or any of the Township
dumpsters.
SCHEDULING
•
Work may occur between 7:00 a.m. and 7:00 p.m., Monday through Friday.
•
Saturday work requires prior approval; no work permitted on Sundays or holidays.
•
Work season generally runs April through November, weather permitting.
•
Township DDA reserves the right to add or delete sites with corresponding price adjustments.
MAINTENANCE REQUIREMENTS
(Edging, Fall Clean-Up, Insect & Disease Control, Mulch Replacement, Pruning, Repairs, Spring Clean-Up, Tree &
Shrub Replacement, Bed Maintenance, Watering, Winter Protection – as detailed in the specifications and
incorporated herein by reference.)
This project will be in effect through the entire CY 2026 and CY 2027 landscaping maintenance seasons. If an
option period is exercised the project will be in effect for that particular calendar year lawn maintenance season as
well. Depending on weather conditions work can begin in early to mid- April and continue until mid to late November,
or until Owner notifies bidder to cease. The schedule may be extended, by the Township, as needed depending on
weather conditions. The Township DDA reserves the right to add or delete sites as it deems necessary. If a site is added,
the Contractor shall submit a unit price to the Township DDA for consideration. If a site is deleted, the unit price for
that site will be deducted from compensation owed the Contractor.
Edging
• The edges of all lawns adjacent to planting beds, individual trees, building foundations, parking areas, utility
vaults, signs, light poles, fences, guardrails, sidewalks, curbs, etc., shall be mechanically trimmed/edged
priortoeveryothermowingandallclippingsshallberemoved.Theuseofchemicalsfor this purpose is not
permitted.
• Anygrassorweedgrowthwithinsidewalksorotherpavementareas(cracks,expansionjoints,curblines,
parking islands etc.) shall be removed as necessary, to include Herbicides are permissible within paved areas.
• All sidewalks and parking lots shall be blown of landscape debris at the end of each visit
• with trash being removed. Curbs, are to be cleaned with mechanical blowers and/or brooms to maintain a neat
appearance.
Fall Clean-Up
• Leavesanddebrisremovalfromtheturfandbedsinautumnshallbeperformedweekly as part of the turf
mowing for acrispclean look
• Thecontinuousremovalofallfallenleaves,twigsandbranchesfromthepropertyistobeperformedas
necessary whether or not "Fall Clean-up" has commenced.
• In the fall, leaves are to be raked and/or swept and be will be removed from the property
• Do not blow or rake into wooded areas.

Insect and Disease Control
BID SPECIFICATIONS
• Alllawnareasshallbemonitoredthroughouttheyearforsignsofdiseaseorinsectinfestations.Lawnareas are
not to be treated unless signs of infestations or damage are present.
• Ifsignsofinfestationsordamagedoexist,theappropriatetreatmentistobegivenfollowingtheapprovalof the
Township DDA.
• If in doubt as to the problem of appropriate control contact the horticultural agent at the local Cooperative
Extension Service for advice. Report findings and suggested remedy to the Township for approval prior to
application.
Mulch Replacement
• Colored dye mulch is to be used in areas originally mulched per landscape plan. Once a year mulch
shouldbeinstalledtomaintaina 3"mulchlayer.Existingmulchshallberemovedasrequired tomaintain the
3" depth. Edges should be reformed as needed to maintain a neat appearance at all times.
Pruning
• Two pruning visits, one by May 1st and the other in October, for all bushes, plants and trees.
• Remove low-growing branches if they impede passing vehicles (or pedestrian) traffic or obscure oncoming
traffic from view and/or trim or remove branches that touch or scrape the building.
• Removesplitorbrokenbranchesbeforetheyhavethechancetocomecrashingdown.Pruneoutlow-
hanging, whip-like branches (especially those with thorns) that may strike passersby.
• Cut out wayward branches, remove thin growth, remove suckers (stems growing up from the roots) and
water sprouts/ (upright shoots growing from the trunk and branches).
• Removedeadordyingportionsofplantsandanydiseasedorinsectinfectedportionsofplantsifthe
problem cannot be controlled by other methods of treatment.
• Remove portions of plants injured or killed by winter conditions (frost).
• Remove any broken or damaged portions of plant, branch stubs, and rubbing branches and any narrow-
angled branches from the main-trunk and cross over or are rubbing on other limbs.
• If two limbs are paralleling each other too closely, the least desirable one should be cut at point of origin
leaving the smallest void possible.
Repair
• Eachyearaftertheinitialspringcleanupthelawnshouldbethoroughlyinspectedforareasofpoorgrowth or
damage. These include areas damaged by foot or auto traffic, erosion, disease or insect infestation, etc.
• All bare spots and areas of damage regardless of cause shall be repaired by re-sodding or reseeding.
• Any holes, ruts, or areas of erosion shall be filled in with screened topsoil and re-sodded or reseeded as
appropriate to reestablish a smooth, stable surface. The contractor shall protect new lawn areas as required
until establishment.
