Bid Detail26-079 - 2026 Roadway Safety Improvements for the Springfield Department of Public Works
End date: Friday February 20, 2026 at 2 p.m.
Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M.
The conditions of employment and wage rates, as set forth by the Massachusetts Department of Labor Standards shall prevail in the execution of the work under this contract.
In order for a bid to be deemed valid, the Contractor must be prequalified by the Massachusetts Department of Transportation (DOT) in the specific class of work of Highway Sidewalk & Curbing OR Highway Construction with a single contract limit at or above the dollar value of the project.
Project Scope: Work includes the construction of concrete sidewalks, and pedestrian curb ramps, installation of pavement markings, installation of rectangular rapid flashing beacons (RRFB’s) and solar powered radar speed signs, and the installation of miscellaneous traffic signage at various locations within the City of Springfield.
Estimated total cost of the base bids and alternate bid in the project: $ 832,750.00.
A non-mandatory pre-bid conference will be held on Tuesday, February 10, 2026 at 10:00AM at the front video conference room within the Department of Public Works. Interested Proposers may submit written questions through close of business on February 12, 2026. All questions must be submitted electronically to lstabilo@springfieldcityhall.com.
Only emailed questions will be accepted. The Procurement Office will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP no later than February 17, 2025.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
