REQUEST FOR PROPOSALS (RFP) - CONSULTING SERVICES
LONG-TERM FACILITIES MASTER PLAN
The Town of Chatham (the “Town”), through its Town Manager, in accordance with M.G.L. c. 30B, §?6, invites competitive proposals from qualified Architectural and Engineering Designers with experience in long-term municipal facilities master planning to provide consulting services. The selected consultant will develop a comprehensive 20–25-year facility master plan encompassing the Town’s major asset groups, including but not limited to: buildings, roadways, sewer infrastructure, water systems, stormwater structures, landings and piers, sidewalks, and parking facilities (the “Plan”). The maximum fee for any contract awarded pursuant to this RFP shall not exceed one-hundred thousand dollars ($100,000), and all approved expenses must be incurred on or before July 31, 2027.
The Plan should identify all anticipated major capital investments and provide a coordinated framework to guide future infrastructure decision-making. The study shall review and build upon prior feasibility studies and plans, develop current and anticipated program requirements, analyze department and building needs, study building design, explore alternate locations, meet with Town representatives, make presentations, prepare cost estimates, and establish capital project priorities, to develop and prepare a Long-Term Facilities Master Plan. This procurement will be conducted in accordance with the requirements of Massachusetts General Laws, Chapter 30B.

. A virtual pre-proposal meeting will be held on June 17, 2026, at 10:00 AM. Attendance is encouraged but not required. Sealed proposals must be received by July 9, 2026, at 2:00 PM.
