Sole Source Procurement
This is not a solicitation for bids or proposals. This is a notice of intent to purchase a product without seeking competition.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).

Barfield - RVSM Digital Air Data Tester

Air Data Line Switching Unit
P/N: LSU-105
Proposed Sole Source Supplier: AvionTeq
Sole Source Justification:
Per the SLCC Aviation Department: AvionTeq are the only approved vender for Barfield equipment in the USA and Military.
1. What is unique about the product or service? List specific features, specifications, or attributes of the requested product or service which are not found in competitors’ product or service.
This product is only available through Avion TEq as a Barfield distributor and provide calibration for the purchased equipment.
2. Explain why the unique features listed above are needed.
One of the biggest assets industry has stated is that our students need education and training on equipment they will be using in the field before entering the workforce so company’s don’t have to spend money on extra training.
3. Describe the research used to make this determination, List the products or services that were reviewed, why those products/services do not meet your needs, and the approximate costs of those products or services. If quotes were obtained, attach them.
Barfield test equipment is the industry standard use by industry leaders such as Delta, SkyWest Airlines, and Breeze Airways.
Responses:
Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
