Project Description: Notice of Intent to Designate Sole Source/Sole Brand:
This Request for Information (RFI) Notice of Intent to Designate Sole Source is to determine if the specified service is available from multiple providers, or if an alternate service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following service is thought to be available from only a sole source (or reasonable source) and is the only service that meets the County’s needs:
Boland's LLC is approved specialty contractor who can provide repairs, replacement and installation services of the Engineered Materials Arresting System (EMAS) beds installed at Fort Lauderdale-Hollywood International Airport (FLL).
The EMAS beds were installed at FLL in accordance with the Federal Aviation Administration (FAA) requirements contained in Advisory Circular 150/5220-22B. The EMAS beds installed at FLL are inspected and maintained in accordance with the Life Cycle Maintenance Schedule provided by the EMAS materials' manufacturer, Runway Safe. Runway Safe is the sole manufacturer of EMAS products that meet the FAA standards of Advisory Circular 150-5220-22B, “Engineered Materials Arresting Systems for Aircraft Overruns.”
Boland's LLC installed two EMAS beds on the North Runway and performed repairs on the 10R and 28R EMAS bed after an aircraft incident and flooding which occurred in April 2023. Broward County requires the services of Boland’s LLC, an experienced installer approved by the EMAS materials' manufacturer, Runway Safe. Boland's LLC is the intended source to provide repairs to the EMAS beds at FLL by removing the existing seam seals and replacing them in accordance with the manufacturer's recommendations.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
