ADVERTISEMENT FOR BIDS

CITY OF HOUGHTON

The City of Houghton (Owner) is requesting Bids for the construction of the following Project:

MTP – North Landing, Shelden Avenue Pocket Park

Bids for the construction of the Project will be received by the City of Houghton at the office of U.P.

Engineers & Architects, 100 Portage Street, Houghton, MI 49931 until 11:00 AM local time on

Thursday, September 3, 2026, local time. At that time the Bids received will be publicly opened and

read.

The Project in general includes: Demolition and removal of an existing stairwell, construction of

retaining walls, a four-season restroom building, associated utilities, site improvements, landscaping,

site lighting, and misc. site furnishings, as detailed in the Contract Documents.

OBTAINING THE BIDDING DOCUMENTS

The Issuing Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday

through Friday between the hours of 9:00 AM - 4:00 PM Eastern time and may obtain copies of the

Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will

not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or

partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the

Issuing Office.

Bidding documents also may be examined at the following Builder Exchanges: Delta County, Iron

Mountain, Hurley, Marquette, McGraw-Hill Dodge, Construction Association of Michigan. Builder

Exchanges are authorized to share the contract documents with other exchanges.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of

$75.00 nonrefundable handling fee for each set of contract documents. Alternatively, bidding

documents are available as portable document format (PDF) files for a non-refundable charge of $25.00.

Make deposit checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.

PRE-BID CONFERENCE

A pre-bid conference for the Project will not be held.

Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified

check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that

if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,

and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of

Award.

The Owner reserves the right to waive any informality or to reject any or all bids.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,

refer to the Instructions to Bidders that are included in the Bidding Documents.

GOVERNMENT FUNDING

Financing for this project is being provided by an MEDC, Michigan Talent Partnership Grant, which

requires approval by its representatives of all Contracts, attachments, and similar documents, all partial

and final payments, and all change orders. Davis Bacon/Prevailing wage rates are not required for this

project.
