PURPOSE OF SOLICITATION

The Town intends to select and contract with a qualified North Carolina licensed engineering firm to provide professional engineering, design, bidding, and construction administration services for the Wade Street Streetscape Improvement Project.

SCOPE OF SERVICES

The following outlines the services to be provided by the engineering consultant:

Provide Basic Services including:

Preliminary Design Services

Final Design Services

Bidding and Solicitation Services

Construction Phase Services

Other support including any needed Surveying, Easement Acquisition, Applications and Submittals of Reports to Agencies such as NCDEQ and NCDOT, and Negotiation and Liaison with Contractors.

Provide all required easement plats for additional right of way, including temporary and permanent easements.

Prepare applications for and secure all required regulatory permits and/or approvals including encroachment, construction, environmental regulations, other utilities, and other local government agencies.

Develop complete construction plans and specifications in accordance with all applicable regulations and standards.

Prepare detailed cost estimates for each phase or section of construction.

Prepare and assemble a complete bid package, including all documents as required by the funding agency.

Furnish all necessary information for the preparation of the project bid advertisement.

Manage the competitive bid process including preparing bid packages, responding to bidder inquiries, issuing addenda as needed; conducting the bid opening; reviewing bids for accuracy; evaluating bid documents for eligibility and completeness; and providing recommendations to the Town regarding the lowest responsive and responsible bidder. Provide additional technical assistance to the Town as requested throughout the bidding process.

Prepare formal contract documents as required.

Provide inspection and construction management services as necessary to facilitate timely project completion. Ensure the contractor complies with all general and technical specifications, verify that construction aligns with approved plans, and maintain accurate and complete inspection records.

Prepare all compliance related documents required by the funding agency.

Review contractors change order requests and prepare and issue approved change orders.

Conduct final inspection of the construction upon completion of work by the contractor.

Prepare "as built" record drawings and provide two (2) sets to the Town with certification of completion and satisfaction of project requirements and recommend final acceptance.

EVALUATION CRITERIA

The contract for professional engineering and construction services will be awarded to the responsible individual or firm whose proposal is determined to be most advantageous to the Town.

In evaluating proposals, the Town will give special consideration to demonstrated experience, technical ability and expertise, quality of client service, familiarity with streetscape projects, professional reputation, and overall quality of work.

Proposals will be evaluated based on the following criteria using a point-based scoring system:

Experience with North Carolina Department of Commerce-funded streetscape projects and other similar streetscape improvements, including the success of those projects.

Ability to complete projects on schedule and successfully deliver all required components.

Experience and qualifications of the proposed Project Manager and key project staff on similar projects.

Understanding of the Town's needs and responsiveness to the requirements outlined in the Request for Proposals (RFP).

Hourly Fee Schedule (for evaluation purposes only). No lump sum quotes.

The Town will select the most qualified individual or firm based on the criteria above and enter into negotiations with that consultant to finalize the scope and fee.

PROPOSAL CONTENTS

If you are interested in performing the services defined herein, please submit your Statement of Qualifications on or before (8-12-2026 AT 5PM - SUBMISSION DEADLINE)

Proposals should be limited to five (5) pages and single sided. Note that attachments, cover letter and back page do not count towards the five pages limit.

Proposals must address each of the following items:

Prior Experience - Provide a summary of relevant experience, including a list of previous streetscape improvement projects or similar work.

References: Provide three (3) references from current or former clients. Include contact information and notify each reference that they may be contacted as part of the evaluation process.

Resources - Provide a proposed staffing plan identifying all personnel assigned to the project. For each individual, include: (i) a brief description of their role and responsibilities; (ii) Their specific function in completing the project; (iii) The percentage of time allocated to the project. Resumes for all proposed team members must be included in the proposal.

Project Delivery - Describe how the firm is prepared to meet the budgetary requirements for this grant. Additionally, explain how the firm is prepared to be responsible for the local needs and local preferences. Include any special knowledge of the local area needs of the jurisdiction.

Hourly Rates - Provide an hourly fee schedule for evaluation purposes only. Lump sum proposals will not be considered.

GRANT COMPLIANCE SUBMITAL REQUIREMENTS:

This project is funded by the . The selected engineering firm must support the Town of Wadesboro's compliance obligations established by RDED as applicable.

Conflict of Interest: The selected engineering firm must disclose any actual or potential conflicts of interest related to the grant-funded project. Individuals involved in the administration or oversight of the project-including recipient employees, agents, officials, and members of the governing body-and their immediate family members are prohibited from holding any direct or indirect financial interest in contracts, subcontracts, or related proceeds associated with the grant. This restriction applies during their tenure and for one year following the end of their service.

Records and Monitoring Support: The selected engineering firm must maintain project records for up to five (5) years after the grant closes. Also, it is expected that the selected company must comply with State requirements and should provide the documentation and information requested to

support grant monitoring and audit requirements when applicable.

Labor Standards: The selected engineering firm is highly encouraged to adhere to strong labor practices, including the use of project labor agreements and community benefits agreements that ensure wages at or above prevailing rates and support local hiring. Procurement processes should give preference to employers that demonstrate high labor standards and have no recent federal or state labor or employment law violations.

Insurance: The selected engineering firm will be required to provide proof of insurance such as:

Commercial General Liability

Worker's Compensation

Professional Liability and any other coverage required by the Town of Wadesboro and/or the grant funder.

Respondents must submit certifications including, but not limited to, the following:

Certification of No Conflict of Interest.

Certification regarding Debarment and Suspension.

Respondents may submit equivalent, signed certifications in their own format. Failure to include all required certifications may result in the proposal being deemed non-responsive.
