Scope of Work
This sheet consolidates the project description, scope of work, restroom renovations, interior renovations,
exterior door installation, and bid alternates.
Project Description
The Sanilac County Health Department (SCHD) is soliciting sealed bids from qualified contractors for the
renovation of approximately 6,300 square feet within the former Maple Valley Elementary School to
establish a State of Michigan licensed child care center. The Contractor shall provide all labor, materials,
supervision, permits, inspections, testing, commissioning, and incidental work necessary to deliver a
complete, code-compliant facility.
Scope of Work
Include roofing, structural modifications, flooring, ceiling systems, HVAC, natural gas, electrical, plumbing,
insulation, window evaluation/replacement, four new exterior door systems, fire alarm modifications,
coordination, permits, inspections, project closeout, and owner's right to modify as developed in the RFP.
Child Care Restroom Renovations
Renovate four existing children's restrooms. Reconfigure layouts as required, including wall relocations.
Construct two ADA-compliant accessible restrooms. Install child-height fixtures, replace plumbing as
needed, relocate Mechanical, Electrical and Plumbing (MEP) systems, and provide complete code-
compliant finishes suitable for a licensed child care center.
Interior Renovation and Architectural Finishes
Provide selective demolition, new framing, drywall, painting, interior doors and hardware, cabinetry,
millwork, signage, finish restoration, and final cleaning. All finishes shall be durable and appropriate for
licensed child care.
Bid Alternates
Alternate 1: Replace all windows with new energy-efficient commercial windows.
Alternate 2: Provide enhanced roof insulation above code minimum.
Alternate 3: Install electronic security and access control including card readers, video intercom, and
electrified hardware.
Design-Build Contractor Responsibilities
The Sanilac County Health Department (SCHD) intends to procure this project utilizing a Design-
Build delivery method. The successful Contractor shall be responsible for providing all
professional design services, engineering, construction management, labor, materials, equipment,
supervision, permits, testing, commissioning, and closeout documentation necessary to deliver a
complete and fully operational licensed child care center.
The Contractor shall verify existing field conditions and shall be responsible for the design, coordination,
and installation of all building systems required to complete the project in accordance with this Request for
Proposals (RFP), applicable building codes, and State of Michigan child care licensing requirements.
The Design-Build Contractor shall provide, either through qualified in-house personnel or licensed
consultants, professional services as necessary for the successful completion of the project, including but
not limited to:
* Architectural design and construction detailing.
* Structural engineering.
* Mechanical (HVAC) engineering.
* Electrical engineering.
* Plumbing engineering.
* Fire alarm and life safety system design.
* Roof system design and detailing.
* Preparation of construction drawings and specifications required for permitting.
* Coordination with all authorities having jurisdiction.
* Construction administration and project management.
The Contractor shall be responsible for verifying all existing dimensions, utilities, structural
conditions, and concealed building components prior to construction. Any discrepancies between
existing field conditions and available drawings shall be promptly reported to SCHD before
proceeding with related work.
The Contractor shall obtain all permits required for construction and shall coordinate all required
inspections throughout the project.
At project completion, the Contractor shall provide complete record drawings, operating manuals,
warranty documentation, equipment startup reports, testing and balancing reports, and training for Owner
personnel.
SCHD encourages Contractors to incorporate value engineering solutions that improve durability, reduce
long-term operating and maintenance costs, enhance energy efficiency, and maintain compliance with all
applicable codes and licensing requirements. Alternate materials, systems, or construction methods may be
proposed, provided they meet or exceed the performance requirements.
