Description: Request for Proposals RFP No. PW-H61587-02C The Nassau County Department of Public Works intends to issue a Request for Proposals (RFP) for Engineering services in connection with the following: Materials Testing Facility On-Call Professional Inspection/Testing Services The Department of Public Works is requesting proposals from qualified professional engineering laboratory services firms, authorized to do business in the State of New York, to provide On-Call Asphalt and Concrete plant inspections during construction, as well as additional On-Call staff to perform materials tests to ensure all construction contract specifications are adhered to. The purpose of the RFP is to provide Nassau County with proposals for providing on-call construction materials testing, and on-call staffing of asphalt/concrete batch plant inspections. Materials testing laboratory and procedure should adhere to nationally required standards and batch plant inspections must follow Nassau County or NYSDOT procedure as applicable. The firms’ duties are defined in the “Scope of Services” section of the RFP. Technical and cost proposals regarding this project are due at or before 3:00 PM, November 1, 2024 , at the location indicated within the RFP. Please note that this is not the Request for Proposals. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. The selected firm will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 in the aggregate and $1,000,000 per occurrence, respectively. The successful Proposer will be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts” and Local Law 2-2016, “Participation of Service-Disabled Veterans in County Contracts”. All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law 14-2002. Technical proposals shall include information regarding the Proposers plan to comply with Local Law No. 14-2002. MWBE UTILIZATION PLAN – In accordance with Title 53, Nassau County Local Law No. 14-2002, all Vendors shall submit a MWBE Utilization Plan with their Proposal. Among other requirements, the successful Firm shall make documented “good faith efforts” to utilize Minority Business Enterprises (MBE) and/or Women’s Business Enterprises (WBE) in the performance of the work. Additional requirements may be needed for compliance with other funding sources that the County is pursuing. All questions regarding this RFP shall be submitted by e-mail and, if deemed necessary will be clarified by addendum issued to all respondents. No questions will be answered verbally.
