The American Embassy in Berlin requires preventative maintenance services and a contractor cost proposal to perform annual maintenance, cleaning and servicing on gas burners, hot water tanks and attached hot water boilers in government owned residences in the Berlin City Area.
To request the solicitation documents, and schedule the mandatory site visit, prospective vendors should contact berlineinkauf@state.gov with the request number, PR15293440, in the subject line of the email.
The contractor is to perform annual maintenance, repairs, and any other services on Embassy owned Equipment in compliance with German DIN Norm standards and manufactures instructions.
The contractor’s personnel are to be nationally licensed mechanics in the relevant fields. A valid gas fitting license or/or concession valid for Germany will need to be provided to the Embassy as proof of competency and/or for liability purposes.
Please pay attention to a crucial requirement outlined in the FAR 52.236-7. This requirement mandates that all vendors possess the necessary licenses and permits to conduct business in Germany. It is essential to ensure compliance with all German regulations and legalities to operate successfully in the country. Specifically, the German tax authorities expect businesses to obtain a VAT Identification Number and fulfill tax obligations. It is encouraged to review local laws before submitting a proposal.
For proposals exceeding $30,000 USD (or the equivalent in local currency), offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 52.204-7 .

To register in SAM, an NCAGE code and a UEI number are required. If you do not have this information, it must be obtained before registering. There is no cost involved, neither in obtaining the numbers, nor in registering for SAM. Interested parties are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful bidder.
Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to many of our requirements.
