NOTICE TO GENERAL CONTRACTORS
PROCUREMENT OF CMAR FOR WATER SYSTEM IMPROVEMENTS
Jacksonville Water Works is seeking a Statement of Qualifications consistent with Act 612 of the Arkansas 92nd General Assembly Regular Session 2019, from qualified licensed companies that are certified by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for Water System Improvements at Little Rock Air Force Base, Jacksonville, Arkansas.
The project includes various improvements and additions to the Water System, including replacement of water mains in Military Family Housing and upgrades to various water mains to improve fire protection and looping.

. Statement of Qualifications will be accepted until 1:00 PM CDT on July 31, 2026. Two printed copies and one digital copy of the SOQ shall be submitted to Paul Strickland, PE, 4701 Northshore Drive, North Little Rock, AR 72118. Written responses shall be no longer than 30 single-sided pages of text and/or photographs. All submittals shall be clearly marked “SOQ Response to CMAR RFQ JWW LRAFB ”.
SELECTION PROCESS AND CRITERIA:
1. Jacksonville Water Works will assemble a selection committee to review proposals.
2. Contractors submitting the three highest-ranked proposals may be invited to interview.
3. The selection committee will consider the proposals and interviews and make a formal recommendation to the Jacksonville Water Works Commission.
4. Jacksonville Water Works will attempt to negotiate a contract with the recommended contractor.
5. The minimum qualifications that Owner will consider are:
a. Licensed contractor in the State of Arkansas with insurance coverage including professional liability.
b. Specialized experience and technical competence specific to water system improvements on Little Rock Air Force Base as demonstrated in similar projects.
c. At least two similar projects completed within the last 10 years with a minimum contract value greater than $1 million.
d. Record of timely completion, control of costs, and quality of work specific to construction management of projects for the water system industry.
Jacksonville Water Works shall have the right to cancel the RFQ process without notice, accept or reject all or any part of all or any proposals, waive technicalities, formalities, and/or informalities, and to accept any submission deemed to be in the best interest of Jacksonville Water Works. Pursuant to ACA § 25-1-503, Jacksonville Water Works will not enter into a contract with a person or company engaged in a boycott of Israel. Owner complies with all civil rights provisions of federal statutes and related authorities that prohibit discrimination in programs and activities receiving federal financial assistance.
