INVITATION TO BID
Separate sealed BIDS for the PROPOSED CELLS 20/21/22 CONSTRUCTION will be received by CITY OF CONWAY at the CITY OF CONWAY MAYOR’S OFFICE, CITY HALL, 1111 MAIN ST., CONWAY, ARKANSAS, 72032 until 2:00 p.m. local time, on Friday, February 7, 2025, at which time bids received will be publicly opened and read aloud. Bid opening will be in the Downtown Conference Room of City Hall. Project is to be completed within 120 calendar days from the effective date of Notice to Proceed.

Electronic copies of the CONTRACT DOCUMENTS will be provided by request by emailing dcmccormick@terracon.com . Paper copies of the CONTRACT DOCUMENTS may be obtained at the office of TERRACON CONSULTANTS, INC. located at 25809 Interstate 30 South, Bryant, Arkansas 72022 upon payment of $150.00 for each set. Return of documents is not required, and amount paid for documents is not refundable. Partial sets are not available.
A pre-bid meeting will be held on December 18, 2024 at 10:00am at the City of Conway Landfill Sanitation Office, 4550 HWY 64 West, Conway, Arkansas 72034, to discuss proposal preparation. A site tour will be arranged immediately following this meeting in order to familiarize you with the facility and required work. Please bring hardhat, safety glasses, and steel-toe boots for the site tour.
Any questions shall be in writing via email addressed to David McCormick at dcmccormick@terracon.com and James Loyd at James.Loyd@conwayarkansas.gov . To be given consideration, request for clarification must be received by close of business on January 17, 2025. Responses will be issued by January 24, 2025.
The OWNER reserves the right to reject any or all bids, to waive informalities in the bids received, to evaluate bids, and to accept any bid or bids which, in his opinion, may be in the best interest of the OWNER.
Each BIDDER must deposit with his Bid, security in the form of a Bid Bond or Cashier Check in an amount not less than five percent (5%) of the Bid payable to City of Conway Landfill. No BIDDER may withdraw his Bid within sixty (60) calendar days after the actual date of the opening thereof.
Attention of Bidders is particularly called to the requirements as to conditions of employment including Equal Employment Opportunity. BIDDERS shall be licensed as required by statutes and the rules and regulations of the Arkansas Contractor’s Licensing Board.
