NOTICE TO BIDDERS
Notice is hereby given that, in pursuance to an order of the Water and Sewer Commission of the City of Springdale, Arkansas, sealed bids will be received at the Commission Office until 10:30 A.M., JANUARY 15TH, 2025, for furnishing all tools, materials, labor, and performing the necessary work required to construct the BRUSH CREEK LIFT STATION REPAIR AND FORCE MAIN IMPROVEMENTS along with all other items and appurtenances as indicated within the plans and specifications.
The general scope of work can potentially include, but is not limited to, the construction of approximately 4800 linear feet of 16-inch and 12-inch PVC force main, bored steel casing, tapping sleeves and valves, air release and vacuum relief valves, manholes, and the replacement of worn-out ductile iron piping, valves, submersible pump infrastructure, SCADA systems, electrical components and conduit, hatches, and wet-well lining within the existing lift station, modifications to the existing wet well, repair of sluice gates, electrical systems, diesel gas generator, cantilevered monorail trolley hoist system, site work, excavation (including solid rock excavation if necessary), fill, base, concrete and reinforcing steel, epoxy lining, piping, valves, pump equipment, dewatering with silt removal, cleanup, seeding, sidewalk repair, concrete repair, asphalt repair, paving, all necessary bypass pumping, and all other items of work as set out in the plans and specifications.
All necessary work, materials and every item of construction shall be in accordance with the plans and specifications approved by the Commission. Said plans and specifications are available for inspection at the Springdale Water Utilities, 526 Oak Avenue, Springdale, Arkansas. Plans and specifications may be purchased from the Springdale Water Utilities for a nonrefundable fee of $50.00.
The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered. A MANDATORY PRE-BID MEETING WILL BE REQUIRED FOR ALL CONTRACTORS INTENDING TO BID ON THIS PROJECT. THE MANDATORY PRE-BID MEETING IS SCHEDULED FOR THE 18TH OF DECEMBER, 2024 AT 10:30 A.M. TO BE CONDUCTED AT THE SPRINGDALE WATER UTILITIES OFFICES AT 526 OAK AVENUE, SPRINGDALE, ARKANSAS.
Bids will be opened and read aloud in the Commission chambers at 526 Oak Avenue, Springdale, Arkansas, and considered at a scheduled meeting of the Commission. Each bid must be accompanied by an acceptable statement of bidder’s qualifications. The requirements of the bidder’s statement of qualifications will be furnished to prospective bidder with the Plans and Specifications.
Bidding security in the form of a bid bond, cash, a cashier’s check, or certified check payable to the Springdale Water and Sewer Commission, in an amount not less than five (5) percent of the total bid shall be furnished by each bidder. The amount of such deposit will be forfeited immediately to the Owner as an agreed amount of liquidated damages if the bidder to whom the contract is awarded failed to enter into contract and furnish bond within ten (10) days from and after the date the award is made.
Bids must be made upon the official proposal sheets contained in the Specifications, and such proposal sheets shall not be removed from the remainder of the contract documents. All bids shall be sealed and the envelope addressed to Lynn Carver, Secretary, Springdale Water and Sewer Commission, P.O. Box 769, Springdale, Arkansas 72765. All bids shall be plainly marked on the outside of the envelope specifying that it is a Bid for the “BRUSH CREEK LIFT STATION REPAIR AND FORCE MAIN IMPROVEMENTS,” the date for opening of bids, and the name and address of the bidder, and the bidder’s contractor license number.
The attention of all bidders is called to the fact that they must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, subject to any subsequent amendments.
“Pursuant to Arkansas Code Annotated §22-9-203 Arkansas State Building Services encourages all qualified small, minority and woman business enterprises to bid on and receive contracts for good, services, and construction. Also, Arkansas State Building Services encourages all general contractors to subcontract portions of their contract to qualified small, minority, and woman business enterprises.”
The Water and Sewer Commission reserves the right to reject any and all bids and to waive any informalities in the proposal deemed to be in the best interests of the Commission. The Commission further reserves the right to withhold the awarding of the contract for a period not to exceed 60 days after the receipt of bids.
