New York City Economic Development Corporation (NYCEDC) invites consultants experienced in progressive design-build to submit proposals for the provision of owner’s representative services for NYCEDC and NYC Parks’ Coney Island Boardwalk reconstruction project, which will be designed and constructed by a to-be-procured progressive design-build team. NYCEDC anticipates that the services will include various tasks to support pre-procurement, the progressive design-build RFQ and shortlisting, the progressive design-build RFP and selection, the progressive design-build contract execution, design coordination, and construction monitoring.

The Coney Island Riegelmann Boardwalk is located between W 37th Street on its west end and Brighton 15th Street on its east end in Brooklyn along the southern shore of the Coney Island peninsula on property under the jurisdiction of NYC Parks. The Boardwalk opened in 1923 and was designated in 2018 as a New York City Scenic Landmark by the New York City Landmarks Preservation Commission. The Boardwalk is 2.4 miles long and varies in width between 50-80 feet.

The $1.15 billion Coney Island Boardwalk Reconstruction project will consist of reconstruction of the Boardwalk in its entirety. It will address the complete boardwalk structure, including piles, pile caps, and decking, and will be designed to improve climate and storm resiliency in the area through reconstructing of the entire Boardwalk to a 16’ elevation and including protective barriers in the subgrade.

The Coney Island Boardwalk Reconstruction project will also include: topside amenities including site furnishings, lighting, fencing/railings, public access stairs/ramps and street end plazas; utilities, including but not limited to drainage, water service, and electrical; renovation and/or replacement of 9 restroom buildings, 6 lifeguard stations, and 4 shade pavilions and addressment of 7 abandoned and buried restroom buildings; improvements to an open space at the Boardwalk’s eastern end; and demolition and reconstruction of the new Garage, which will include a public restroom.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality, content and approach of the proposal; project history and experience in performing services similar to those encompassed in the RFP; quality of the Consultant Team’s management, reputation and references and history of experience; ability to meet the M/WBE Participation Goals; and the proposed staffing rates, multipliers, and fee and cost schedules.
