Sans Souci Parkway Force Main Replacement Phase 1

Project Description: The Wyoming Valley Sanitary Authority (WVSA) will receive sealed Bids for the construction of the Sans Souci Parkway Force Main Replacement Phase 1 Project for Contract No. 2025-01 General Construction and Contract No. 2025-02 Electrical Construction, generally consisting of installation of approximately 3,144 LF of 24-inch diameter force main, a valve vault and flow meter, CIPP lining of approximately 1,863 LF of existing 24-inch concrete gravity sewer, and related electrical work located in Hanover Township, Luzerne County, PA. Sealed Bids shall be submitted electronically via the PennBid Program website

All Bidders must submit a bid security in the form of a Certified Check or Bid Bond with the bid in an amount not less than 10% of their total maximum bid price.
The project is funded in part by a COVID-19 ARPA H20 PA Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. WVSA’s contractors shall be subject to all applicable grant provisions.
All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
WVSA reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of WVSA, and to reject any or all bids.
An in-person pre-bid conference for the Project will be held on Tuesday, May 13, 2025, at 11AM EST (local time) at 1000 WVSA Drive, Hanover Township, PA 18706. The Pre-Bid Meeting is not mandatory, but bidders are highly encouraged to attend.
