Detroit Arsenal Construction Multiple Award Task Order Contract (MATOC)

The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a Request For Proposals (RFP) for the U.S. Army Garrison – Detroit Arsenal (USAG- DTA) Directorate of Public Works (DPW) and tenant organizations. There is a continuous need for a broad range of complex design-build and design-bid-build construction projects to support real property sustainment, restoration, modernization, repair, and minor construction of buildings, structures, and other real property at DTA as well as SANGB locations that are currently occupied by DTA tenant organizations. These tasks are typical projects performed in a variety of trades including: carpentry, road repair, roofing, excavation, interior electrical, exterior electrical, heating, ventilating, and air conditioning (HVAC), fire protection, telecommunications, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding.

This acquisition will be a 100% Small Business set-aside. The period of performance will consist of five 12-month Ordering Periods. The Government anticipates a Firm Fixed Price (FFP) type MATOC. The anticipated issue date for the RFP is on or about 06 December 2024, with an anticipated date for receipt of proposals on or about 06 January 2025. The solicitation, amendments and other miscellaneous documentation will be posted on the Procurement Integrated Enterprise Environment (PIEE) - Solicitation module. It is the responsibility of each Offeror to review the website for notices of amendments and changes of information. Hard copies of documents will not be made available.

Contact with Government personnel outside of ACC-DTA, by a potential Offeror regarding this acquisition is strictly prohibited. In order to be eligible for award, registration in the SAM database is required. To register, go to http://www.sam.gov. Award will be made on the basis of best value to the Government. The North American Industry Classification Code (NAICS) is 236220 with a small business size standard of $45,000,000. Any correspondence concerning this acquisition shall reference RFP Number W912CH-24-R-L004. Notification of Intent Use of PIEE Solicitation Module: The Government intends to require proposal submission via the Procurement Integrated Enterprise Environment (PIEE) - Solicitation module. This would require offerors to be registered in PIEE and have the appropriate access/user role for the Solicitation module within PIEE. This may require action to request and obtain appropriate access/user role for the Solicitation module in order to upload and submit proposals. Prospective offerors are HIGHLY ENCOURAGED to begin reviewing their PIEE module access immediately and initiate any necessary request(s) for Solicitation module as soon as possible.
