INVITATION TO BID
Collingdale Borough will receive bids on-line via the PennBid Program (www.PennBid.net) until 10:00 AM EST on June 23, 2025 for the: PA Small Water and Sewer Program and PY2024 CDBG –Sanitary Sewer System Rehabilitation. Documents will be available on-line at no cost at https://pennbid.bonfirehub.com/ beginning at 10:00 AM on June 6, 2025.
A mandatory pre-bid meeting will be held at 1:30 PM on June 12, 2025 at Borough Hall, 800 MacDade Blvd., Collingdale, PA 19023.
Bids must include a certified check or bid bond, with a corporate surety authorized to do business in Pennsylvania as posted through PennBid in the amount of 10% of the bid. Performance and Payment Bonds in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders.
Bids will be opened online and referred to the Borough for Award. An abstract of the bids will be available to bidders on PennBid at the date and time that the bids are due.
Attention of bidders is called to all of the requirements contained in the bid packages, (ie insurance and the E-Verify Public Works Employment Verification Act).
The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions, Davis-Bacon and Related Acts, Build America Buy America Act, and Section 3 Final rule threshold requirements for contracts over $200,000 in HUD funds.
This project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority through a PA Small Water and Sewer Program grant. The contractor shall comply with requirements of the grant agreement.
The successful Bidder must ensure that employees, applicants for employment, suppliers who are qualified to perform the work are not discriminated against in any manner by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act and applicable federal laws.
Questions may be submitted through PennBid’s “Questions” tab on or before Noon on June 17 2025. Responses will be provided via PennBid to all registered plan holders. Responses will be posted on PennBid and notification sent to Bidders who have registered with and downloaded documents from PennBid.
Collingdale Borough reserves the right to accept or reject any or all bids or portions of, to waive any informalities in bidding and to withhold award for a period of sixty days.
