Conyngham Borough - Butler Avenue Streetscape Improvements - Phase I (0325-602057.30)

Project Description: Sealed Bids for the Butler Avenue Streetscape project will be received online via the PennBid Program by Conyngham Borough until Tuesday, June 24, 2025, at 12:00 P.M. (prevailing time). Bids will be publicly announced and awarded Tuesday, June 24, 2025, at 4:00 P.M. during a special meeting of Borough Council at the Borough building. Bid results will be available online at https://pennbid.bonfirehub.com following the meeting.
The project is located along Butler Avenue from the new Whispering Willows Park driveway to Main Street, Conyngham Borough. Particular items of work for the contract include installation of concrete sidewalks, curb, lighting, tree lawns, and all other associated work to construct the new streetscape. All Bidding Documents are available at no cost at http://PennBid.bonfirehub.com. The Contract will be awarded to the lowest respective bidder.
All Questions are due by 4:00 p.m. on Thursday, June 19, 2025, via PennBid.
A certified check or bank draft, payable to the order of CONYNGHAM BOROUGH, negotiable US Government Bonds (at par value), or satisfactory Bid Bond executed by the Bidder and acceptable surety in the amount of 10% of the Total Bid of construction shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner.
Attention is called to the fact that Davis Bacon Wages apply to this Contract. No less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project.
The Contractor will be required to comply with the Provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work. The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. The Contractor must be PENNDOT Pre-qualified as a PENNDOT Prime Contractor.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations, and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. Owner shall reject all bids or award to the lowest responsive and responsible bidder within 120 days of the bid opening.
