SPECIFICATIONS
FOR
PREVENTIVE MAINTENANCE
AND REPAIR SERVICE
ON OVERHEAD DOORS
(Quotation No. #5735)
The level of preventive maintenance and repair service, and the contractor's ability to
independently manage the service schedule, are vital factors in the award of this bid. In addition,
Contractors must be available on a 24-hour, 7-day per week basis and respond to all repair service
calls as requested by the City. If the Contractor feels they cannot meet the service and scheduling
requirements, then they should NOT submit a bid.
GENERAL
It is the intent and purpose of this specification to obtain preventive maintenance service and repair
services at the City of Redding Corporation Yard, 20055 Viking Way, Redding, CA, specified City of
Redding Fire Stations, and various other City of Redding locations.
For the purposes of this contract, PREVENTIVE MAINTENANCE SERVICE shall be defined as routine
scheduled inspection, servicing, and replacement of defective parts, if any. REPAIR SERVICES shall be
defined as repair services requested by the City outside of the scheduled routine preventive maintenance
at either straight time or overtime rates as quoted herein.
CONTRACT TERM
The term of this Contract is for a one (1) year period, from date of award through November 30, 2027. If
mutually agreeable, with all prices, terms and conditions remaining the same, the contract may be renewed
for two consecutive one (1) year periods, through November 30, 2029.
SCOPE OF WORK
Preventive Maintenance Service:
Contractor shall perform preventive maintenance service on all Fleet Shop overhead doors during the
months of November, February, May, and August. All other Corporation doors shall be serviced during
the months of December and June. All Fire Station #1-8 overhead doors shall be serviced in January and
July. All Transfer Station and West Central Landfill doors shall be serviced in December and June. Doors
at the Clear Creek Wastewater Treatment Plant, the Stillwater Wastewater Treatment Plant, and the
Buckeye Water Treatment Plant shall be serviced in October and April.
Services shall be completed during the first week of the scheduled service month.
Preventative maintenance for any overhead door may be withdrawn or service changed as budget
allows.
1
The successful Contractor shall be responsible for independently managing the above schedule and
ensuring work is done on schedule, in a timely manner. City staff will email the successful Contractor a
copy of the Inspection Form, of which a copy is attached herein. The Contractor shall use this form as a
master copy. The Contractor shall make copies of the master for each individually scheduled inspection.
The Contractor shall provide 48-hour advance notice to Kevin Steele, Facility Supervisor, (530) 245-7147,
prior to servicing the doors.
The Preventive maintenance service would consist of the following:
1. Inspect cable spools and set screws
2. Inspect and adjust tension
3. Inspect lift cables
4. Inspect rollers
5. Adjust level
6. Inspect track adjustment
7. Lubricate door
8. Inspect belts and pulleys on electric motors
9. Inspect all hinges on sectionals
10. Inspect all safety edges for proper operation
11. Inspect all side and top rails at connections (nuts, bolts, washers, straps, etc.) to walls and
purlins
Contractor's staff shall indicate on the City's inspection form the condition of the door(s), work
performed, and recommendations for replacement of damaged/defective parts, if any. In addition to the
inspection form, Contractor shall submit a written repair estimate for the replacement of
damaged/defective parts. The estimate shall include the location and door number requiring repair, the
required parts, and the labor cost. Labor and parts cost shall be at the rates quoted herein. Replacement
parts shall be new and unused, of a similar type and style as the defective parts. Any repair work required
as part of preventive maintenance service shall be performed during normal City work hours. City staff
will review the estimate and contract vendor if the city wishes the work to be completed.
The City reserves the right to use its own workforce or to obtain additional quotes for all repair work.
Repair Services:
On an as-needed basis throughout the contract period, City may request the successful Contractor to
perform miscellaneous repairs on the overhead doors during normal City work hours (straight time) and
outside City's normal work hours (overtime). For purposes of this contract, normal City work hours shall
be defined as Monday through Friday, 7:30 a.m. to 4:30 p.m., exclusive of City Holidays. Estimated hours
expected provided on the proposal form. Contractor's place of business must be within a 20-mile
radius of City Hall, located at 777 Cypress Avenue, Redding.
A telephone number shall be furnished to the City for use when requesting repair service. This number
shall be answered promptly at all times during normal working hours by a person who will promptly
2
dispatch the necessary repair personnel. Contractor must have an after-hours emergency service in place
for requests made after normal working hours. Electronic methods for answering telephone calls will
not satisfy this requirement. Failure to have a satisfactory answering service, promptly responding to
calls requesting service, or completing City work in a timely manner shall be cause for cancellation of the
contract.
The successful Contractor shall be required to respond within two (2) hours of notification for all
repair calls. Should the Contractor be unable to respond within the two (2) hours, then the City reserves
the right to contract with another Contractor to provide the service. The number of repair hours indicated
herein is an estimate only and is not to be interpreted as required. More or less hours may be needed
during the term of the contract.

Contractor shall provide pricing for miscellaneous materials that may or may not be required for
preventive maintenance or repair service during the term of the contract. The cost of materials required,
if any, will be at the prices quoted herein. The quantities indicated herein are estimates only, and are not
to be interpreted as required. More or less materials may be required.
The Contractor will be reimbursed for the cost (before taxes) of materials or supplies purchased for use in
performance of the contract, plus 15%. Contractor must submit with their invoice a copy of
distributor/manufacturer's invoice when the cumulative total for all parts purchased for any one
particular job exceeds $500.00 to substantiate Contractor's billing for subject materials

The City of Redding will not accept a submission from a contractor who is not licensed in accordance
with the provisions of the California Business and Professions Code, Code 7000 et seq.
(cid:120) Contractor shall possess a CSLB Class "D-28" or other applicable license at the
time the quote is submitted.

on the project, including but not limited to, sole proprietor, partner, shareholder, joint venturer, family
members, spouses, and domestic partners.
BOND REQUIREMENTS
Bid Security - Each bid shall be accompanied by a certified check drawn on a bank authorized to do
business in the State of California, payable at sight to the City of Redding in an amount equal to or not
less than ten percent of the bid proposal cost. Should the bidder choose to furnish a bid bond in lieu of a

be secured from a responsible surety able to issue coverage in California. To verify if your surety is
admitted to issue coverage in California, please check with the California Department of Insurance. The
