BIDS

In accordance with the provisions of the Municipal Code of the City of Redding, sealed
bids will be received by the City Clerk's 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to, 3:00 p.m. PT, Wednesday June 24, 2026, for
providing to the City of Redding generator service, load testing, and repair services per the bid
specifications and general conditions.
BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR
CONSIDERED.
The said bids will be opened at 3:00 p.m. PT, on Wednesday, June 24, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
All bids must be submitted on standard bid forms provided by the City of Redding. The
bidder shall provide the original (unbound) and one (1) copy of the bid proposal. Fax or
electronic submission of bid proposals will not be allowed. The City will award any resulting
contract in a manner consistent with the City purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT,
on Friday, June 12, 2026. All inquiries must be made in writing and may be submitted to the
email address shown below.
NOTE
If a potential bidder received this solicitation document through some means
other than from the City of Redding (including from the City of Redding Internet web
site), it is the responsibility of the potential bidder to advise the assigned City of Redding
Purchasing contact of its intention to submit a bid so that any addenda or other
correspondence related to this solicitation will be sent to the potential bidder. When

much or as little repair work, service work, load-testing, and load re-testing as is needed during the contract period.
The prices quoted herein are firm, and are not subject to change. The City reserves the right to
reject any or all bids and to waive minor irregularities.
The Bidder hereby acknowledges that Addenda Nos. _________, _________, ________, to this
bid have been received, if any (Bidder insert Addenda No. of each Addenda received). Bidder
understands failure to acknowledge any addenda issued may cause the bid to be considered non-
responsive. Bidder may contact the Purchasing Division to confirm the number of addenda (if

Submission of this bid shall be conclusive evidence that the bidder has read and understands the
specifications, general conditions and insurance requirements. It is understood that any quantities
referred to are estimates only, and there is no commitment on the part of the City to require a
specific quantity of service during the contract period.
Submission of this bid shall be conclusive evidence that, if awarded, the Contractor shall
guarantee all labor and parts for a period of one (1) year from the date that the work is
performed, or the parts installed.
It is understood that this bid shall remain open and shall not be withdrawn for a period of sixty
(60) days from the date prescribed for the opening of this bid.

BID SPECIFICATIONS
TO PROVIDE

AND REPAIR SERVICES
TO THE
CITY OF REDDING, CALIFORNIA

I. INTRODUCTION
The City of Redding is requesting bids to provide generator service, load testing, and on-call
maintenance for backup standby generators. In order for the Contractor to be considered qualified,
the company must possess technical competency in the servicing and load testing of large utility
backup generator sets (see Section IV Required Information), and have a service center that is located
within a 30-mile radius of the City of Redding. These generators are emergency backup generators
for critical facilities in the City of Redding; therefore, a quick response for requested service is
mandatory.
II. BACKGROUND
The City of Redding's emergency power generators will be serviced at various City locations; see
Attachment 1, Emergency Power Generator List, for all generator specifications and locations.
III. SCOPE OF SERVICES
The attached list (Attachment 1) indicates when the generator is to be serviced and/or load tested
(annually or bi-annually). Additional repairs needed throughout the contract period will be handled
on a time and materials basis. No individual service/work order will exceed $7,500.00 (labor and
material combined) without prior approval of the Purchasing Officer. The City reserves the right to
put out for competitive quote services which are expected to exceed more than $7,500.00.
A telephone number shall be furnished to the City for use when requesting repair service. This
number shall be promptly answered at all times during normal working hours by a person who will
timely dispatch needed service personnel. The contractor must also have in place an after-hours
emergency service phone number for emergency service requests requiring attention after normal
working hours. Electronic methods for answering telephone calls will not satisfy these
requirements. Failure to have a satisfactory answering service, promptly responding to after-hours
or emergency calls within two hours of requesting service, or failing to complete City work timely
shall be cause for cancellation of the contract.
Service includes:
1. All oil, filters, fluids, and parts shall be per manufacturer's recommendation and supplied by
the Contractor.
2. Inspect genset, including but not limited to: coolant level, filters, heater, and concentration, air
cleaner, battery, drive belt, crankcase breather, radiator hoses, and drain exhaust condensate.
3. Drain engine lubrication oil.
4. Remove and replace oil filters.
5. Remove and replace fuel filters.
6. Fill engine with new lubrication oil.
7. Remove and replace air filters.
8. A three-part test to include testing oil, coolant and diesel fuel to confirm they are still in
operational condition will be required as part of the annual maintenance for each generator as
follows:
* The fuel Level 1 testing must be tested for particle count 11171, with microscopic
image to verify no issues with existing fuel
* The coolant must be Level 1 test for pH, Glycol level, freeze point, boil point,
conductivity, color and the presence of oil.
* The oil must be tested for true kinematic viscosity, oil condition analysis for soot,
oxidation, nitration and sulfur; to evaluate for contaminants such as water, fuel and
glycol, heavy metal analysis; hydraulic and filtered transmission compartments
receive particle count and microscopic image if required to verify there is not
excessive engine breakdown forthcoming.
9. Start engine to ensure proper operation after repairs are complete.
10. All fluids/waste oils must be removed from the site and become property of the Consultant.
All used fluids shall be properly and lawfully disposed.
11. Provide City with results of testing, inspection and recommendation of any needed repairs in
the form of a Service Report. Service Reports are to be provided within 30 days from date of
service or sooner if critical issues are found which may impact City maintenance or operations.
Load Test:
12. Deliver load testing equipment to site (Consultant must own or have guaranteed access to
necessary equipment) and connect to generator;
13. Automatic start and transfer to load bank at the following steps:
* 30 minutes at 25%
* 30 minutes at 50%
* 30 minutes at 75%
* 30 minutes at 100% of the nameplate capacity
14. Check for leaks, connections, components, abnormal operating conditions;
15. Disconnect load testing equipment and remove from site;
16. Provide City with results of test (within 30 days from date of service or sooner if determined to
be critical to City maintenance or operations).
Contractor shall supply the City of Redding a service report for each generator serviced and/or load
tested. The service report shall include any recommended parts, repairs, or service required for
proper operation. In addition to the service report, if repairs are needed, a quote for the repairs shall
be included (see Sections VI and VII for pricing and mark-up information). These recommendations
may or may not be utilized by this contract. The City reserves the right to make any of the
recommended service repairs with its own maintenance forces. The City reserves the right to solicit
quotes from other vendors for recommended repairs if deemed to be in the City's best interest.
Once the generator has been repaired, the City of Redding may request the Contractor to re-test the
generator which will be billed according to the submitted Bid Form. The Contractor shall provide
the City with the new test results.
Pursuant to Section 1771 of the Labor Code, Contractor is advised that the work completed in this
contract is subject to the payment of prevailing wages. The prevailing wage of each job
classification may be found by inquiry with the California Department of Industrial Relations.
Contractor shall comply with all laws related to the performance of public work including, but not
limited to, the employment of apprentices pursuant to Section 1777.5 of the Labor Code, work
day/week hours and overtime rates pursuant to Sections 1813 and 1815 of the Labor Code and the
obligation set forth in Sections 1774-1776 of the Labor Code in regards to payment of prevailing
wages and to provide the City of Redding and Department of Industrial Relations certified payrolls
when required. A certified copy of all payroll records relative to this project shall be submitted to the
City of Redding along with the related invoice. Receipt of certified payroll records is a prerequisite
to receiving payment. Information regarding prevailing wages and labor compliance for services may

IV. REQUIRED INFORMATION
Bid submittals shall include, as a minimum, the following information:
1. Bid Form (pages 1 - 4) - The Bid Form is to be signed, in ink, by a member of the
organization having the authority to negotiate and execute contracts on behalf of the firm. The
Bid Form must acknowledge receipt of any and all addenda, if any were issued (if in doubt,
please refer to the City's website

2. Contractor's Responsibilities and Subcontractors forms (see Attachments 2 and 3).
3. A description of the firm's experience in performing similar work in size and scope, including
three (3) references which the City may contact (name, telephone number, email address,
location, description and time-line of services performed).
4. Contractor Fee Schedule - Contractor's labor and material rate sheet that displays all craft
labor rates, equipment rates and services offered by the contractor, including emergency/call-
out rates. This rate sheet will be incorporated into this contract for other potential services
associated with this contract.
5. Project Manager - Identify and include the qualifications of the Project Manager of your firm
who will be the primary contact and be responsible for services provided to the City.
6. Staff Qualifications - Provide qualifications of other specific individual(s) who will participate
in this contract.
7. A Contractor's C-10 license is required.
8. California State Department of Industrial Relations registration is required.

responsible for packages delivered late or to the wrong address, and cannot control the schedule of

AWARD OF CONTRACT
The award of the contract, if it is awarded, shall be made on the basis of availability of
budgeted funds and to a responsible Contractor who presents the best value to the City per
Redding Municipal Code 4.20.040(C).
4.20.040(C) Procure for the city the needed quality in supplies, services and equipment
that prove to be the best value to the city. Determination of best value may take into
consideration additional elements beyond cost such as warranty, life cycle related costs,
