NOTICE INVITING BIDS
The City of Oxnard is requesting your bid for the Fire Suppression Repairs at Environmental
Resources Project, Specification No. PW 26-68 located at 111 South Del Norte Blvd., Oxnard,
CA 93030. The project will entail the work detailed in the attached Scope of Work. Please submit
your bid by electronic submission at Planet Bids at the link listed here:
https://vendors.planetbids.com/portal/69575/portal-home by 2:00 pm on June 16, 2026.
Your pricing must include prevailing wage, delivery, taxes, labor, materials, equipment and
supplies for the project to the satisfaction and under the direction of the Project Manager.
Schedule: This project is to be completed within fourteen (14) Working Days after the City issues
a Notice to Proceed. There will be a $250 assessment for each Calendar Day that Work remains
incomplete beyond the completion deadline.
Optional Pre-Bid Meeting and Site Visit. An optional pre-bid meeting and site visit will be held
on May 26, 2026, at 10:00 a.m. at the Environmental Resources located at 111 South Del Norte
Blvd., Oxnard.
License: The project requires a valid California Class C-16 Fire Protection Contractor’s license
issued by the Contractor’s State License Board, and a current City business license upon Contract
award.
Contract: Attached is a sample contract that may be used as a template to the contract signed
between the City and the successful bidder. The City reserves the right to amend this contract
any time before execution.
Insurance: The City requires the insurance listed in document INS-I, which can be found in the
sample contract form attached.
Bonds: Upon Contract award, the successful Bidder may be required to provide both Payment
and Performance Bonds, each at 100% of the Contract Price, to the City Clerk or his or her
designee if your project is $25,000 or more. The bond forms can be found in the sample contract
form attached.
Prevailing Wages: This project is a “public work” subject to the requirements of Labor Code
Section 1720 to 1861 and California Code of Regulations Title 8, Sections 16450 through 16464.
The selected contractor and all subcontractors must pay prevailing wages in accordance with the
determination of the Director of the DIR. Copies of prevailing wage rates for each craft,
classification, or type of worker needed for this project are on file at City Hall and will be made
available to any interested party on request. They are also available
at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. This Project is subject to
compliance monitoring and enforcement by the DIR. The Contractor shall furnish certified payroll
records directly to the Labor Commissioner. Contractor and all Subcontractors are not qualified
to bid on, be listed in a Bid proposal, or engage in the performance of any contract for public work,
as defined in Labor Code Sections 1720 through 1861, unless registered and qualified to perform
public work pursuant to Labor Code Section 1725.5 at the time of Bid submission.
Addenda: The City Engineer may issue Addenda to the Contract Documents during the period
of advertisement for any reason. Addenda are posted to the Planet Bids portal and registered
plan holders will be notified through Planet Bids. Addenda may be issued to answer pre-bid
questions and/or to clarify or make any corrections in this Bid Documents. Bidders are
responsible for ensuring that they have received all Addenda, if any. Bidders may contact the
City to verify that they have received all Addenda issued.
How to Bid: Prospective Bidders must obtain bid documents and submit their Bid forms through
the City of Oxnard’s Planet Bids electronic bidding portal for the Project which can be found at
the following link: https://vendors.planetbids.com/portal/69575/portal-home. Bid forms required
to be completed and uploaded to the Planet Bids portal for the Project include a Bid Schedule
with your total cost for the project, a Designation of Subcontractors form, and a Fleet Compliance
Certification (CARB) form. Only the forms provided on the Planet Bids portal for the Project will
be accepted. Bids submitted on any other form or in any other manner will be deemed non-
responsive.
Bid Deadline: Bids for the Project must be uploaded to the Planet Bids portal for the Project by
2:00 p.m. on June 16, 2026. The City will not consider any bid submitted in a different
manner, or after the deadline.
