The City of Daly City’s (City) Department of Public Works (DPW) is soliciting proposals from qualified firms to provide staff augmentation services for a Construction Inspector assigned to grading permits and site improvement permits. The selected consultant shall provide a qualified civil construction inspector to support the City’s workload and ensure permitted work complies with approved plans, technical specifications, and applicable codes and standards. This is a staff augmentation assignment. The inspector will operate under the direction of the City Engineer or their designee.

The selected Construction Inspector will primarily provide inspection services for the Marchbank Park Field Improvements Project. The project’s scope of work includes, but is not limited to: the conversion of a natural grass baseball field to a synthetic turf baseball, softball, football and soccer facility which includes CMU dugouts with storage, a netted backstop, a single-station bullpen, a combination bullpen batting cage with roof, spectator concrete/aluminum bleacher seating with a press box, spectator concrete/aluminum bleacher seating, a scoreboard, flag poles, storage building, restroom building, portable fencing, foul poles, combination fencing and netting around the perimeter with foul poles, sports field lighting, hardscape, drainage, utility, irrigation, and electrical improvements.  The project is estimated to be completed by September 2028 (18 months).

The selected firm shall provide one (1) qualified inspector available on a regular weekday schedule to perform field inspections and related administrative duties. The Construction Inspector shall assist the City’ DPW in inspecting the completion of the project’s scope permitted under the Grading Permit and Site Improvement Permit. Project scope permitted under the Building Permit shall be inspected separately by the City’s Building Division.

I. General Information
A. REQUEST FOR PROPOSAL (RFP) NOTICE
The City of Daly City (City) hereby requests proposals from qualified firms to provide
construction inspection staff augmentation services for the Department of Public Works. All
questions regarding this Request for Proposals (RFP) shall be directed to Alexander Yuen,
Civil Engineering Associate, at ayuen@dalycity.org. Questions submitted after the questions
submittal deadline listed in this RFP may not be answered. At the City’s discretion, a list of
questions and answers may be published.
Proposals shall be submitted by firms that have a capable and demonstratable background
in the type of work described in Section C, "SCOPE OF SERVICES," of this notice. In addition,
all interested firms shall have sufficient, readily available resources in the form of trained
personnel, support services, specialized consultants, and financial resources to carry out the
work without delay or shortcomings.
The proposals shall be submitted electronically to the Engineering Division of the Public
Works Department, City of Daly City, by e-mail to ayuen@dalycity.org no later than:
4:00 p.m. on March 26, 2026
Each proposer shall submit one (1) electronic copy of the proposal in PDF format in
accordance with Section II, "SUBMITTAL REQUIREMENTS."

C. SCOPE OF SERVICES
The assigned inspector shall perform inspection services including, but not limited to:
1. Grading Permit Inspections
Rough and fine grading inspections
Over-excavation and recompaction verification
Subgrade preparation
Slope construction and stabilization
Drainage and erosion control
Compliance with geotechnical recommendations
Stormwater BMP installation and maintenance

2. Site Improvement Permit Inspections
Curb, gutter, sidewalk, and ADA improvements
Pavement section installation (subgrade, base, asphalt/concrete)
Field turf installation
Pavement marking installation
Utility trench backfill and compaction
Storm drain installation
Traffic control implementation
Restoration within public right-of-way
3. Compliance Verification
Confirm construction conforms to:
o Approved civil improvement plans
o Grading and site improvement permit conditions
o City standard details and specifications
o Applicable municipal codes
o NPDES/stormwater requirements (as applicable)
o OSHA guidelines
4. Materials & Testing Coordination
Coordinate and witness compaction testing.
Review soil and materials test reports.
Verify conformance with approved geotechnical reports.
5. Documentation
Maintain daily inspection reports
Document deficiencies and corrective actions.
Photograph field conditions.
Track quantities where required.
Input inspection report to the City’s permitting or tracking system at a
workstation at City Hall.
6. Communication
Coordinate directly with DPW Engineering staff.
Notify the City immediately of non-compliant work or unsafe conditions.
Attend project meetings as requested.
D. WORK SCHEDULE
The anticipated schedule is:
Approximately 20 hours per week (part-time)
Monday thru Friday
The inspector must be available for field assignments during normal business hours.
Absences must be approved in advance. The firm shall provide qualified backup personnel if
necessary, subject to City approval.

II. Submittal Requirements

A. PROPOSAL REQUIREMENTS
The pre-qualified consultant shall submit one (1) electronic version (PDF format) of the
proposal containing 8-1/2” x 11” sheet sizes for the text and 11” x 17” sheet sizes for any
large drawings. The proposals should be no more than 15 pages. The Cover, Table of
Contents, and resumes of key personnel will be counted towards the 15-page limit.

The proposal must include, at a minimum, the following elements:
1. Letter of Transmittal
a. To the attention of: Mr. Alexander Yuen, Civil Engineering Associate,
Department of Public Works – Engineering Division, 333 – 90th Street, Daly
City CA 94015.
b. The letter must name all persons authorized to make representations for the
Proposer and include the titles, addresses and telephone numbers for such
persons. An official authorized to negotiate for the Proposer must sign the
Letter of Transmittal.
2. Acknowledgement of Addenda
a. If any addenda are issued, you must acknowledge your receipt of them either
by including a statement in your transmittal letter or by returning signed
addenda with the proposal.
3. Consultant Firm Profile and Assigned Construction Inspector
a. Provide a detailed resume of the proposed inspector. The inspector shall be a
full-time employee of the Consultant firm. Clearly identify the individual’s
relevant experience (former projects) with photos.
b. Confirm that the proposed inspector identified by the Consultant firm shall not
be substituted without approval of the City. The City must also approve any
new, proposed inspectors.
4. Relevant Experience – Construction Inspector
The project inspector must:
a. Have a minimum of five (5) years of experience in civil/public works
inspection.
b. Demonstrate experience with grading and site improvement projects.
