The project goal is to successfully deliver a high-quality, on-time design/build project for the engineering design and rehabilitation of the outlet valve and related appurtenant features at the City of Prescott's Willow Creek Dam (also associated with Willow Lake), located in Prescott, Yavapai County, Arizona.

This effort will ensure efficient and reliable operations of City water facilities by enabling controlled water releases to:

  • Meet overall resource and supply requirements.
  • Fulfill downstream customer delivery commitments.
  • Satisfy Emergency Action Plan (EAP) obligations, including safe management of potential overtopping or flood events.

Background

The City of Prescott is seeking qualified design/build teams to deliver a comprehensive engineering design and construction project for the rehabilitation of the existing outlet valve and associated appurtenant features at the City's reservoir/dam facility. This critical infrastructure improvement project aims to enhance operational reliability, improve flow control, ensure long-term structural integrity, and mitigate potential impacts from increased discharges, while supporting safe future operations and maintenance.

Key Project Scope Elements Include:

  • Replacement or upsizing of the existing 12-inch outlet pipe and valve to optimize capacity and performance.
  • Installation of a new outlet slide gate at the inlet (water side) to provide improved and mitigated control of reservoir discharge.
  • Repair of concrete spalling and deterioration present throughout the top cap structure for restored durability and safety.
  • Modifications and mitigation measures at the existing East Calvary Drive downstream water crossing to accommodate and safely manage any increased flows resulting from outlet upsizing.
  • Provision of a stabilized roadway/access route to facilitate ongoing operations, maintenance, and emergency access.

The selected design/build team will be responsible for all aspects of the project, including preliminary and final engineering design, permitting coordination (as applicable), construction, testing, commissioning, and closeout. The team should demonstrate proven experience in dam/reservoir outlet works rehabilitation, hydraulic systems, concrete repair, and design-build delivery methods for similar public infrastructure projects.
