SERVICES REQUIRED: The City of Daly City is soliciting qualifications and proposal submittals from professional consulting firms interested in providing professional engineering design services for the John Daly Boulevard Pedestrian and Bicycle Facility Improvements Project in Daly City. All questions regarding this Request for Proposal (RFP) shall be directed to Mr. Erick Reyes, Engineer I, at ereyes@dalycity.org.

PROPOSALS: Proposals shall be submitted by firms that have a capable and demonstrable background in the type of work described in Section D, "SCOPE OF SERVICES," of this notice. In addition, all interested firms shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. The submitting firms must have capacity to complete work within the time limit established by the City.

The proposals shall be submitted electronically to the City Clerk’s Office (cityclerk@dalycity.org), City of Daly City, 333 90th Street, Daly City, California, 94015, no later than: 4:00 p.m. on March 13, 2026

Each proposer shall submit one (1) electronic copy of the proposal in PDF format in accordance with Section II, "SUBMITTAL REQUIREMENTS."

CONTRACT TERM AND AMOUNT: Estimated one (1) year and estimated amount of $183,000.

DEADLINE FOR QUESTIONS: 4:00 PM, February 26, 2026 by email to the Project Manager. Responses will be issued as an addendum no later than 4:00 PM, March 2, 2026. It is the Consultant’s responsibility to ensure that the email has been received.

PROPOSALS DUE: 4:00 PM, March 13, 2026. Proposals not received by the City Clerk’s Office at cityclerk@dalycity.org by the deadline will not be accepted.

B. INTRODUCTION
The City has received $1,304,000 in Federal funds to improve the existing multi-use path
along the south side of John Daly Boulevard between Ashland Drive and Poncetta Drive that
was constructed before design standards for pedestrian and bicycle facilities were
established. The proposed project would improve sections of the multi-use path along John
Daly Boulevard to allow for safer two-way travel for both pedestrians and bicyclists as well
as updating sections of the path to be compliant with current ADA standards. In addition,
amenities such as pedestrian-scale lighting, benches and new signage may also be
considered.
C. PROJECT DESCRIPTION
The consultant chosen shall prepare plans, specifications, and cost estimates for the
improvements of an existing multi-use path along John Daly Boulevard. The project will
include, but not be limited to the following:
Construction of Class I Multi-Use Path that meets current accessibility requirements;
Construction of curb ramps at the following locations:
o Northeast corner of S Mayfair Avenue and Ashland Drive (1);
o Northwest corner of S Mayfair Avenue and Windsor Drive (1);
o Northeast and northwest corners of S Mayfair Avenue and Crestwood Drive
(2)
o Southeast and southwest corners of John Daly Boulevard and Crestwood
Drive (2)
o Southeast and southwest corners of John Daly Boulevard and Forest Grove
Drive (2); and
o Northeast and northwest corners of S Mayfair Avenue and Mayfair Drive (2).
Installation of pavement striping, pavement markings, and signage for a multi-use
path; and
Installation of amenities such as pedestrian-scale lighting, benches, etc.

D. SCOPE OF SERVICES
Services will include, but not be limited to the following:
TASK 1
Project Coordination
Upon receipt of a written “Authorization to Proceed” from the City, Consultant shall conduct
a kick-off meeting with the City and stakeholders to review the scope of the project, hear out
concerns, finalize the project schedule, confirm deliverables, request as-built drawings, and
request PS&E templates, guidelines, standards, and requirements.
The Consultant shall prepare a project schedule with major milestones to the City for
approval. The project schedule shall include each task, subtasks, milestones, submittals and
meetings. The schedule shall reflect an end date of October 30, 2026.
The Consultant shall include in the proposal up to five (5) meetings in addition to the kickoff
meeting and project outreach meetings to be held between staff and the Consultant.
TASK 2
Multi-Agency Coordination
The Consultant shall be responsible for any utility and transit service coordination and
obtaining any necessary permit required for the project to be implemented. It is important
to coordinate with these entities during design and arrange any prior utility relocation to be
done by these entities. The Consultant shall conduct meetings with these entities, if
necessary, to work out details on the project.
TASK 3
Surveying and Mapping
The Consultant shall review the existing conditions of the project area and prepare a detailed
survey incorporating existing site conditions, all storm drain facilities, and all above ground
utility structures within the project area. The survey shall identify and provide elevations of
all visible surface features in the street and sidewalk/path, such as trees, street light poles,
street signs, catch basins (front and back), pull boxes, utility boxes, vaults, manholes,
monuments, valve covers, meters, waste receptacles, etc.
The Consultant shall accurately plot the size and the orientation of all surface features
including manholes, utility vaults, pull boxes, and streetlight/traffic signal bases, identify the
utility provider at utility boxes and vaults, and include topographic contours that are
representative of the project area. The topographic survey with 3D points (northing, easting,
elevation, and description) shall be provided in electronic AutoCAD files compatible with
AutoCAD Civil 3D 2022.
The Consultant shall establish horizontal and vertical control necessary for the construction
of all improvements. All survey data shall be delivered using the California State Plane
Coordinate System (NAD 83) and National Geodetic Vertical Datum of 1929 (NGVD29).
