PUR 27-012
Youth Service Corps 2027
Proposal Opening October 8, 2026
1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, City
Manager's Office for the Youth Service Corps 2027.
2.0 BACKGROUND/SUMMARY
The City of Stockton ("the City"), through the City Manager's Office, is seeking
proposals from qualified Community-Based Organizations (CBO's) to fund youth
workforce development programs within the City of Stockton. Funding for the proposed
program will be supported by California Volunteers' Youth Service Corps.
California Volunteers' Youth Service Corps is a Governor's initiative administered by
California Volunteers in partnership with cities across California. This initiative supports
youth across the state in addressing urgent challenges in their communities while
simultaneously learning key skills and earning money to create career pathways.
California Volunteers will award $1.5 million to the City, with funds available beginning
January 1, 2027, and required to be fully expended by December 31, 2027. Of this total
award, $655,000 will be allocated to support a community-based organization that can
use the funding to operate a new or existing youth workforce development program
serving youth who live in Stockton.
The intent of this solicitation is to identify qualified Proponents who can use these funds
to achieve the objectives of the California Volunteers Youth Service Corps. One (1) or
more proponents may be awarded. The City will act as an administrative lead and fiscal
sponsor, but the actual workforce programs will be implemented by the Proponent.
The City anticipates a multiple award for solicitation, so maximum flexibility and
scalability (i.e. ease of increasing or decreasing requested funding) is highly desirable.
While there is no set amount that proponents are required to propose, the following
should be considered:
a. Does your organization have the administrative and financial capacity to administer
the amount of funding requested?
b. Is the amount you're requesting proportionate to the total grant funds available
c. What is the minimum amount required to successfully implement the program, and
what benefits could be provided with additional funds?
3.0 SCOPE OF SERVICES
The specific tasks requested for an individual project will be authorized through a
separate Professional Service Agreement prepared prior to the start of work, which will
include a timeline and compensation for such services.
Proponents may elect to submit proposals that include multiple organizations
(subcontractors). If including multiple subcontractors, then background information

needs to be provided for each subcontractor as well as a clear description of what their
scope(s) of work will be.
Responsive and responsible proposals must clearly identify these components in the
scope of work:
1. THE STRUCTURE OF THE PROGRAM - Funding can be used to create new
programming or expand existing youth workforce programs within the requirements
of this grant. Programming can be run year-round or as an intermittent summer
program. Regardless of program length, all positions must be 50-100% FTE, and all
funds must be encumbered and expended by December 31, 2027.
2. FOCUS AREA - Which focus area(s) will youth work on: food insecurity, climate
change, education, or public service?
3. PROGRAM ACTIVITIES - What activities will youth participants work on?
Proponents should provide a brief description of each job activity and any partners
involved in running that opportunity.
4. WRAP AROUND SERVICES - What wrap-around services do they plan on offering
to youth participants?
5. THE RECRUITMENT PROCESS - How they will retain local youth (age 16-30).

* Are unemployed and/or out of school
* Are or were justice-involved
* Are in or transitioning from foster care
* Are engaged with the mental health or substance abuse system
* Are unhoused/housing insecure/at risk of becoming unhoused
The program is open to youth who are authorized to work in the United States or who
are AB 540 CA Dream Act students and immigrant youth who have work authorization,
including DACA beneficiaries. Programs serving AB 540 CA Dream Act students must
receive approval from California Volunteers before placing youth.
