NOTICE IS HEREBY GIVEN that Proposals will be received for the Contract DEFINED CONTRIBUTION RETIREMENT PLAN THIRD-PARTY ADMINISTRATION SERVICES 26-019-HR on or before February 13, 2026, at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at valerie.calvente@dupagecounty.gov or at DemandStar .
All Proposals must be received prior to the date and time shown below in the table below.

Electronic signatures are allowed, and Bids do not have to be notarized. The County accepts no responsibility for transmission failures or content omissions. Bids transmitted in person, by mail or by facsimile (“Fax”) will not be accepted.

STATEMENT OF WORK
The County of DuPage (hereinafter “County”) is soliciting proposals from qualified firms (hereinafter “Proposing Firm(s)” or “Firm”) to provide Third Party Administration (TPA) recordkeeping, education, communications and investment related services for its current 457 Defined Contribution Plan (hereinafter “Plan”).

Key Points for Consideration for this Request for Proposal (hereinafter “RFP”) are:

  • An accountable, responsive, communicative single point of contact with the flexibility to deliver quick turnaround;
  • An engaging participant website/app with tools to help participants make sound decisions regarding their financial future and retirement;
  • Creative, innovative and cost-effective ways to communicate with participants;
  • Reduce participant and plan expenses;
  • Provide support for as many plan administrative functions as deemed appropriate by the County;
  • Evaluate pricing structures;
  • Provide for an orderly and timely transition of assets and services if necessary;
  • Implement best practices for 457 Plan;
  • Maintain and ensure Plan compliance; and
  • Support the Deferred Compensation Committee and the County with their Fiduciary responsibility.

The County’s 457 plan is a long-term retirement savings vehicle which provides an optional supplemental source of retirement income for County employees. By participating in the plan, employees are allowed to defer a portion of their annual taxable income as established under rules set forth by the IRS. These funds are then used by participants as supplemental income upon retirement. Under the current plan, participants may select and invest in a broad range of funds.  There is a total of 2,850 eligible County employees, of which 726 are actively contributing. As of October 31, 2025, total Plan assets were $96.6 million.
