STATEMENT OF WORK
The County of DuPage (hereinafter “County”) is soliciting proposals from qualified firms (hereinafter “Proposing Firm(s)” or “Firm”) to provide Third Party Administration (TPA) recordkeeping, education, communications and investment related services for its current 457 Defined Contribution Plan (hereinafter “Plan”).
Key Points for Consideration for this Request for Proposal (hereinafter “RFP”) are:
As the second largest county in Illinois, DuPage County provides services that help maintain our quality of life to over 930,000 residents making DuPage County a great place to live, work and raise a family. The County is in the western suburbs of the Chicago metropolitan area. The County is consistently rates among the best local government agencies in the state for its commitment to open government, transparency, and financial discipline. DuPage County Chair and Board are committed to maintaining and building upon this tradition of excellence.
The County’s 457 plan is a long-term retirement savings vehicle which provides an optional supplemental source of retirement income for County employees. By participating in the plan, employees are allowed to defer a portion of their annual taxable income as established under rules set forth by the IRS. These funds are then used by participants as supplemental income upon retirement. Under the current plan, participants may select and invest in a broad range of funds. There is a total of 2,850 eligible County employees, of which 726 are actively contributing. As of October 31, 2025, total Plan assets were $96.6 million.
