Project Description: Bids for the procurement and installation of two (2) Stationary Electric Material Handlers for the Blackbridge Road Transfer Station Construction Project will be received by the York County Solid Waste and Refuse Authority (YCSWA) online via PennBid, until 10:00AM local time on Tuesday, March 10, 2026, at which time the Bids received will be publicly opened and read aloud at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406). Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated in the Instruction to Bidders along with the Bid security and the other documents required to be submitted as identified herein. Bidding documents will only be distributed online at PennBid.
Bidding documents will be made available at no cost via the PennBid Program (https://pennbid.bonfirehub.com) on or after Monday, February 16, 2026.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. No questions will be answered after the Request for Information (RFI) deadline provided on PennBid.
A Non-Mandatory Pre-Bid Conference will be held at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406) on Tuesday, February 24, 2026, at 10:00 a.m.
Representatives of YCSWA will be present to discuss the Project. Bidders may attend and are encouraged to participate in the Conference. A virtual attendance option will also be available. Bidders interested in attending the Conference virtually must email Terry Simpson directly at tsimpson@armgroup.net. A meeting link will be provided to those requesting virtual participation. YCSWA will transmit to all Plan Holders of record such Addenda as it considers necessary in response to questions arising at the Conference.
All bids shall be irrevocable for sixty (60) days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Public Works Contract Regulation Law Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
YCSWA reserves the right to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion.
