Additional SaaS Licenses – Energy Exemplar

Minnesota IT Services (MNIT), in partnership with the Public Utilities Commission (PUC), intends to enter into a single‑source agreement, for a term not to exceed 36 months, with Energy Exemplar LLC. This procurement is necessary to obtain additional PLEXOS SaaS Gas Module licenses required for PUC’s gas system planning and regulatory analysis.

The PUC requires additional PLEXOS Gas Module user licenses to conduct integrated gas resource planning and analysis beyond the MISO‑provided license. Energy Exemplar has indicated that adding these licenses to the existing agreement will allow the platform fee to be waived for the term of the contract. The PLEXOS Gas Module provides a unified simulation environment integrating gas, electric, and water systems, including gas topology from wellhead to city gate, and is necessary for consistent regulatory review and informed decision‑making regarding gas supply, electricity load, and related infrastructure.

Energy Exemplar LLC retains exclusive ownership, copyrights, and trademark of their proprietary PLEXOS SaaS services. The State believes these services are not available through third-party entities deeming this a sole source purchase.
