Notice is hereby given that Proposals will be received for the Prepare, Grade, and Rock of
Tower Site project for the Jasper County Emergency Services tower located at 1261 Okeetee
Fire Tower Road, Hardeeville, SC 29927, by Jasper County, South Carolina, (the “County”) until
Wednesday, March 18, 2026, at 2:00 p.m. at which time all the names of the Proposals
received will be publicly read aloud in the Jasper County Council Chamber.
To be deemed “received,” the Proposal may be submitted electronically through the County’s
Vendor Registration webpage to ensure that it remains sealed until the scheduled Proposal
opening date and time. A link to the County’s Vendor Registration webpage may be found
under Proposals & Solicitations, on the County’s website at
www.jaspercountysc.gov/services/Proposals-and-solicitations/.
The Proposal may also be submitted via mail or hand delivered in a sealed envelope to the
address below with “JCES Tower Site RFP #2026-7” written on the outside of the
envelope. It must be received no later than 2:00 p.m. on Wednesday, March 18, 2026.
Proposers choosing to submit a hard copy should submit an original and two copies. Any
Proposal submitted or delivered after the above time will NOT be accepted under any
circumstances.

DESCRIPTION
Jasper County is seeking a contractor to grade and gravel the base of the emergency service
tower. See Exhibit A for tower overview.
SCOPE OF WORK
• Work within a fenced area approximately 100 ft by 85 ft.
• Strip and grade existing base
• Install filter fabric/weed barrier
• Fill with 4 to 6 inches of 1.5-inch granite base (Estimated 200 tons)
• Remove excess debris
• Responsible for providing all equipment, labor, supplies and materials
• Provide a turnkey finished project
All Proposals should include any job-related permits, fees, and licenses, and any applicable state
(6%) and local (3%) sales taxes.

portal located on Jasper County’s Proposals and Solicitations webpage,
https://www.jaspercountysc.gov/services/Proposals-and-solicitations/ NO LATER than
Monday, March 9, 2026, by 2:00 pm.
All submitted questions will be addressed and posted on Jasper County’s Proposals and
Solicitations webpage and the vendor registration portal on Thursday, March 12, 2026.
PROPOSAL INSTRUCTIONS
Proposals should be typed on company letterheads or on a document which provides the
Proposer’s name, address, phone number, and other pertinent contact information, and reference
“JCES Tower Site RFP #2026-7.”
The successful Proposer will be required to furnish an Internal Revenue Form W-9, all
appropriate business licenses, bonds, and a certificate of insurance showing evidence of liability
and workers compensation coverage in the amounts listed below.
INSURANCE REQUIREMENTS
The successful Proposer shall be required to provide proof of insurance in the following amounts.
1. Workers' Compensation - The vendor shall provide coverage for its employees with
statutory workers' compensation limits, and no less than $1,000,000.00 for Employers'
Liability. Said coverage shall include a waiver of subrogation in favor of the Owner and
its agents, employees, and officials.
2. Commercial General Liability - The vendor shall provide coverage for all operations
including, but not limited to Contractual, Products and Completed Operations, and
Personal Injury. The limits shall be no less than $1,000,000.00, per occurrence, with a
$2,000,000.00 aggregate.
3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-
owned and hired vehicles with limits of not less than $1,000,000.00, per occurrence,
Combined Single Limits (CSL) or its equivalent.

BOND REQUIREMENTS
1. When a construction contract is awarded in excess of $50,000.00 the following bonds or
security shall be delivered to the county and shall become binding on the parties upon the
execution of the contract:
a. Performance bond in the amount of 100 percent of the price specified in the
contract.
b. Payment bond in the amount of 100 percent of the price specified in the contract.
All Proposals will remain subject to acceptance for sixty (60) days after the day of the Proposal
reading. Jasper County (the Owner) reserves the right to cancel this solicitation, or all Proposals
may be rejected, including without limitation, the right to reject any or all nonconforming, non-
responsive, unbalanced, or conditional Proposals. The Owner also reserves the right to waive all
informalities not involving price, time, or changes in the Work and to negotiate contract terms with
the successful Proposer.
