LIQUID CHROMATOGRAPHY TANDEM MASS SPECTROMETRY INSTRUMENT
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe requirement to
furnish, install, test and validate one (1) new liquid chromatography tandem mass
spectrometry instrument f.o.b. destination to the District’s SD-1 Laboratory located at
2020 Wake Avenue, Oakland, CA 94607.
East Bay Municipal Utility District (District) intends to award a contract to the lowest
cost bidder(s) whose response meets the District’s requirements.
B. BIDDER QUALIFICATIONS
1. Bidder Minimum Qualifications
a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly
engaged in the business of providing liquid chromatography tandem mass
spectrometry instruments for at least (10) years.
b. Bidder shall be a certified and/or authorized manufacturer, dealer, or
provider of these instruments.
c. Bidder shall possess all permits, licenses, and professional credentials
necessary to supply product and perform services as specified under this
RFQ.
d. The Liquid Chromatograph (LC) and tandem Mass Spectrometer (MS/MS)
units shall be manufactured, integrated, and fully supported by the same
manufacturer.
C. SPECIFIC REQUIREMENTS
All products shall be new, unused, and of the manufacturer's current production model.
1. LIQUID CHROMATOGRAPHY-TANDEM MASS SPECTROMETRY (LC-MS/MS)
SYSTEM
a. The Vendor shall furnish, install, configure, test, and validate one (1) new
bench-top Liquid Chromatography–Tandem Mass Spectrometry (LC-
MS/MS) system for the analysis of Per- and Polyfluoroalkyl Substances
(PFAS) in water. The proposed LC-MS/MS system shall meet all
specifications listed in Table 1, Equipment and Service Criteria.
b. The system shall be capable of analyzing PFAS in source water,
groundwater, and drinking water at concentrations ranging from 1.0 ng/L

(ppt) to 100 ng/L (ppt). The quotation shall also include a complete sample
preparation solution consisting of an automated Solid Phase Extraction
(SPE) system and a compatible extract concentrator/evaporator suitable
for EPA Methods 533 and 537.1.
c. As part of the instrument acceptance process, the vendor shall
demonstrate that the system can successfully perform all requirements of
EPA Methods 533 and 537.1 using the analytes listed in Table 2.
Acceptance testing shall include, at a minimum:
• Successful initial calibration of all analytes listed in Table 2.
• Method Reporting Limit (MRL) verification at the required drinking
water reporting limits.
• Instrument and method blanks demonstrating concentrations less than
one-third (1/3) of the applicable MRLs listed in Table 2.
• Method Detection Limits (MDLs) meeting the requirements specified in
Table 1.
• Successful completion of an Initial Demonstration of Capability (IDOC)
meeting all applicable EPA Method 533 and EPA 537.1 quality control
acceptance criteria.
d. Acceptance testing shall be performed using the installed production
instrument, software, and accessories. The District reserves the right to
perform or witness all acceptance testing using standards and samples
prepared by District personnel.
e. The instrument acceptance process shall include calibration of analytes of
interest listed in Table 2 for EPA 533 and EPA 537.1 Methods. The method
verification will include running standards at the required method
reporting limits for drinking water compliance, demonstrating instrument
check blanks below the 1/3 MRLs listed in Table 2 and provide an Initial
Demonstration of Capability (IDOC) that meets all method quality control
criteria.
f. Prospective vendors shall have demonstrated experience in
manufacturing, installing, servicing, and supporting LC-MS/MS systems for
PFAS analysis in drinking water. Bidder shall provide evidence of this
experience, including references for certified drinking water laboratories
currently using the proposed instrument configuration for EPA Methods
533 and/or 537.1. The required information shall be provided in the
Bidder's References section of the RFQ.

g. Table 1 is organized into sections of equipment and service requirements.
For each requirement, the vendor shall indicate, in the Location in RFQ
column, the page number and applicable paragraph or section where
compliance is documented.
h. For all requirements that are not shaded in the Data Included column, the
vendor shall also provide supporting documentation demonstrating
compliance. Supporting documentation shall include, as applicable:
• Raw analytical data;
• Instrument performance reports;
• Software screenshots;
• Manufacturer documentation; and/or
• Customer-generated performance data.
i. Unless otherwise specified, supporting analytical data shall include the
date and time of acquisition and be provided in spreadsheet or electronic
format. Vendors should provide only the minimum documentation
necessary to demonstrate compliance (for example, a single
representative report or summary table).
